<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span style="mso-spacerun: yes;"> </span>The unit <span style="mso-spacerun: yes;"> </span>is a small scale orange category Service Station and was granted consents valid upto 30.06.2021 for servicing and washing Of Scooters.Thereafter, the Service station was given hearing before Senior Environmental Engineer, Zonal Office, Jalandhar on 19.12.2022 for refusal of consent to operate granted under Water Act, 1974 and Air Act, 1981, wherein it was decided as under:</p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -32.25pt; mso-list: l0 level2 lfo1; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The Service station shall submit the extended bank guarantee of Rs. 1.0 lacs within 03 days and the same be en-cashed by the Regional Office.</p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -32.25pt; mso-list: l0 level2 lfo1; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->Environmental Engineer, Regional Office-1, Jalandhar shall visit the Service station within 03 days to collect the effluent sample of ETP, check the operation of record of ETP i.e water meter reading / hazardous waste generation and disposal etc and process the consent application on merit.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span style="mso-spacerun: yes;"> </span>As per agenda note the service station was visited on 11.01.2023 and it was observed that the Service station was in operation during visit and engaged in the process of<span style="mso-spacerun: yes;"> </span>servicing and washing Of Scooters. The Service station has installed 1 No. D.G set of capacity 62.5 KVA with canopy and adequate stack height.The Service station has installed ETP for treatment of its trade effluent. The effluent samples from the final outlet of ETP were collected during visit and the report received from Zonal lab vide No. 106-08 dated 20.01.2023 as per which the parameters pH= 7.7, COD= 62 mg/l, TSS = 11 mg/l and O&G = BDL which are within the prescribed limits. The treated trade effluent is discharged onto land for plantation/lawn and garden developed within its premises. The domestic effluent is discharged onto land for plantation after septic tank.<span style="mso-spacerun: yes;"> </span>The representative of service station informed that they have already executed agreement with Nimbua by its sister concern unit i.e Raga Motors Pvt Ltd Paragpur, Jalandhar. Now they are in process for addition of the same. The service station has maintained the record of ETP operation and stored ETP sludge at site but yet to be disposed off.<span style="mso-spacerun: yes;"> </span>The letter was written to the bank vide letter no. 180 dated 31.01.2023 for encashment of bank guarantee of Rs. 1,00,000/- as per decision of the hearing.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span style="mso-spacerun: yes;"> </span>The concerned AEE has informed telephonically that the service station has deposited additional consent fee of Rs. 11600/- under Water Act, 1974 dated 06/02/2023 in Regional Office to make it adequate upto 30.09.2027.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span style="mso-spacerun: yes;"> </span>Keeping in view of above, it is recommended that consent to operate under Air (Prevention and Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act 1974 may be granted to the industry upto 30.09.2027 with usual conditions.
