A)   It is intimated that the industry is green category small scale unit and was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2019/11009036 dated 08.11.2019, valid upto 31.12.2022 for Pressing of Hosiery Goods @ 400 Numbers/Day with baby boiler of 0.2 TPH subject to conditions mentioned therein. B)   Now, the industry has applied for renewal of ‘Consents to Operate’ under the Air (Prevention & Control of Pollution) Act 1981 through OCMMS with same production. C)   The industry has submitted C.A certificate dated 05.01.2023 for gross value of fixed assets is 11.58 Lacs. The industry has deposited Rs. 14,500/- vide online receipt no. 126569304 dated 11.01.2023 under Air Act, 1981, which is adequate upto 28.02.2029 after deducting Rs. 220/- as penalty. D)  The industry was visited by AEE of this office on 09.02.2023 and it was observed as under:- <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo2; tab-stops: 45.0pt; margin: 0in 0in .0001pt 45.0pt;">1)     The industry was in operation during visit. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo2; tab-stops: 45.0pt; margin: 0in 0in .0001pt 45.0pt;">2)     The seals earlier provided with the washing machines and DG set were found intact, hence washing section was not in operation. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo2; tab-stops: 45.0pt; margin: 0in 0in .0001pt 45.0pt;">3)     There is no generation of trade effluent and only domestic effluent is discharged into sewer. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo2; tab-stops: 45.0pt; margin: 0in 0in .0001pt 45.0pt;">4)     The industry is installed one wood fired baby boiler of capacity 0.2 TPH. The industry has now provided the adequate stack height with its baby boiler, however, boiler was not in operation during visit. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo2; tab-stops: 45.0pt; margin: 0in 0in .0001pt 45.0pt;">5)     The industry has submitted approved building plan from architect approved by Director of Factories, Punjab. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo2; tab-stops: 45.0pt; margin: 0in 0in .0001pt 45.0pt;">6)     The industry is presently doing dry work only i.e. cutting, stitching, steam pressing, checking and packing of fabric only. However, during visit, only stitching and cutting work was in operation. 7)     The industry has submitted the copy of land use certificate issued by the ATP, Zone-B, Municipal Corporation, Ludhiana vide no. 286/ATP B/D dated 30.01.2019, in which it is mentioned that site falls in Industrial Mix Zone as per Master Plan, Ludhiana.                     It is existing unit before the notification of Master Plan, Ludhiana. As per Board's order no. 21 dated 08.06.2018, it has been decided that the existing industrial units/ other establishments which were established before the notification of the master plan of the respective cities shall be allowed “consents/extension under the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and authorization under the provisions of Hazardous Waste Management Rules, 2016 for a period of 15 years from the date of the notification of master plan alter taking the concrete documentary proof regarding the date of commissioning of such units. No separate approval from local bodies/other authorities is required to be obtained. The industry is in operation from April/ 2006 as per bill of PSPCL, Ludhiana and last record of this office.                     The letter regarding permanent restoration of electric connection of the unit has been already sent by this office to the Zonal Office-II, Ludhiana vide letter no. 2090 dated 08.11.2019 & 5843 dated 14.09.2022. However, till date no correspondence has been received in this regard from the Zonal Office-II, Ludhiana.                     In view of the above, it is recommended that: A.   ‘Consents to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.08.2023 with suitable conditions along with special conditions that: 1)   The industry will be bound to comply with the provisions of Master Plan, Ludhiana as and when directed by the concerned Competent Authority.   (Competency: Environmental Engineer, RO, Ludhiana)
