File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">It is intimated that earlier STP of 48 MLD was located at this location, which was lying defunct from long time. The Municipal Corporation, Ludhiana under Buddha Nallah Rejuvenation Project had proposed to establish one new STP of capacity 225 MLD based on SBR Technology in place of existing defunct STP of 48 MLD ,for the treatment of the domestic effluent generated from the vicinity.</p> <p style="text-align: justify;">The funds for the establishment of this STP were granted to Municipal Corporation, Ludhiana by the Central as well as State Government under Amrut and Smart City Project. Total Cost of the project is 290 crore.</p> <p style="text-align: justify;">The STP was granted Consent to Establish/NOC under the Water (Prevention &amp; Control of Pollution) Act, 1974 &amp; the Air (Prevention &amp; Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH3/2022/19651339 dated 21.11.2022 valid upto 20.11.2023&nbsp;with ususal conditions and special conditions as under:</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The Punjab Municipal Corporation, Act 1976 "all Public Sewers and all drains, and sewers, drains culverts and water Courses in or under any Public Street; or constructed by or for the Corporation alongside any Public Street and all works materials and things appertaining there to falls under the purview and jurisdiction of Municipal Corporation of the area." As such alongwith PWSSB, Municipal Corporation, Ludhiana is also responsible for installation commissioning of STP 225 MLD STP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The Punjab Water Supply and Sewerage Board has applied for obtaining the consent to establish (NOC) of the Board under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for establishment of Sewage Treatment Plant of capacity 225 MLD at Jamalpur, District Ludhiana on the directions of the Municipal Corporation, Ludhiana. The Municipal Corporation, Ludhiana being the owner and custodian of all sewers of Ludhiana is also liable for installation commissioning of STP 225 MLD STP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The various works of civil and technical nature can be accomplished by Municipal Corporation, Ludhiana, through various agencies, private contractors, government undertakings but the primary responsibilities and liabilities lies with Municipal Corporation, Ludhiana. As such, the Municipal Corporation, Ludhiana shall also be responsible for installation, commissioning and operation of STP, so as to achieve the desired prescribed standards.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The Municipal Corporation, Ludhiana and PWSSB shall adhere to prescribed standards &amp; deadlines for conform to the prescribed standards &amp; for providing proper and adequate disposal arrangements, as per timelines given in the Action Plan for clean River Sutlej.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The Municipal Corporation, Ludhiana and PWSSB will coordinate with Department of Soil and Water Conservation for providing the adequate arrangements for using the treated sewage of STP for onto land for plantation.</p> <p style="text-align: justify;">The Municipal Corporation, Ludhiana vide letter no. 2240/XEN/O&amp;M/B dated 12.05.2022 has issued direction to the Punjab Water Supply &amp; Sewerage Division, Ludhiana to apply consent to establish/ NOC from the Board as the work regarding operation and maintenance of STPs were done by the Punjab Water Supply &amp; Sewerage Division, Ludhiana.</p> <p style="text-align: justify;">The Punjab Water Supply &amp; Sewerage Division, Ludhiana has allotted work order vide letter no. 4778 dated 02.12.2020 to M/s Khilari Infrastructure Private Limited for installation and for operation &amp; maintenance of Sewerage Treatment Plant (STP) of this STP.</p> <p style="text-align: justify;">Now, the Punjab Water Supply &amp; Sewerage Division, Ludhiana has applied for Consent to Operate under the Water Act, 1974.&nbsp;&nbsp;The Local Body has deposited&nbsp;Rs. 1,00,000/- vide UTR No. IBKL230130055310 dated 30.01.2023 under Water Act, 1974, which is adequate upto 31.1.2024. (Fee calculated as decided in the 1st Core-Committee meeting (2019) taken by the Chairman of the Board on 30.01.2019)</p> <p style="text-align: justify;">Accordingly, the site of the project was visited by AEE of RO on 07.03.2023 and it was observed that construction work of STP has been almost completed at site and water is being taken in components of STP for testing. The STP is ready to commission.</p> <p style="text-align: justify;">The Municipal Corporation, Ludhiana has&nbsp;constructed the STP based on SBR Technology of capacity 225 MLD under the rejuvenation of Budha Dariya Project, which can also improve the water quality of Budha Nallah as well River Sutluj after their successfully commissioning. The MCL has proposed to construct 06 no. Intermediate Pumping Station (IPS) at different locations in Ludhiana City to tackle the untreated effluent presently directly discharged into Buddha Nallah. Out of which, the construction work of 03 no. Intermediate Pumping Station (IPS) have already been completed which are located at Sunder Nagar, Tibba Road, Kundanpuri and further connected with the STP 225 MLD. The remaining IPS will be connected with the proposed STP @60 MLD at Balloke.</p> <p style="text-align: justify;">&nbsp;&nbsp;Further, the MCL / PWSSB department has not provided EMF at inlet, outlet of the STP and OCEMS at final outlet of STP till date.&nbsp;</p> <p style="text-align: justify;">In view of the above, it is recommended that Consent to Operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 for operation &amp; maintenance of Sewerage Treatment Plant (STP) of capacity 225 MLD at Jamalpur, District Ludhiana may be granted for one year i.e. 31.01.2024 in light of the above decision taken by Competent Authority of the Board in 1st Core-Committee meeting (2019) held on 30.01.2019 with usual conditions and special condition that:</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The concerned authority shall adhere to prescribed standards &amp; deadlines for conform to the prescribed standards.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The MC, Ludhiana will coordinate with Department of Soil and Water Conservation for providing the adequate arrangements for using the treated sewage of STP for onto land for plantation.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The concerned authority shall also apply for consent to operate under the Air (Prevention &amp; Control of Pollution) Act, 1981 within 07 days.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The MCL/ PWSSB department shall provide EMF at inlet, outlet of the STP and OCEMS at final outlet of STP and same shall connect with CPCB/ PPCB portal within 01 month.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">Competency : Hon'ble Chairman of the Board</p>
