<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;">The unit is a small scale orange category hotel and was granted consent under the Water Act, 1974 & Air Act, 1981 both valid upto 31.03.2023 for Hotel with 14 No. rooms, 2 no. restaurants, 1 no. bar & 2 no. banquet halls with domestic effluent @ 17.5 KLD into M.C. sewer through Oil & Grease trap & septic tank,. Thereafter, show cause notice was issued under Water Act, 1974 & Air Act, 1981 and Hazardous & Other Wastes Rules, 2016 with hearing on 27.12.2022 before Senior Environmental Engineer, wherein it was decided that:</p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -16.9pt; line-height: normal; mso-list: l0 level2 lfo1; background: white; margin: 0cm 0cm .0001pt 1.0cm;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The hotel shall apply for consent under Water Act, 1974, Air act, 1981 and authorization under Hazardous & other Rules 2016 within 07 days. </p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -16.9pt; line-height: normal; mso-list: l0 level2 lfo1; background: white; margin: 0cm 0cm .0001pt 1.0cm;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->Environmental Engineer, Regional Office, Hoshiarpur shall verify whether the effluent from STP Nawanshahar is fully treated or some effluent is being byepassed, comment on the requirement of STP, verify the arrangements made by the hotel for Solid Waste Management unit at Focal Point, Nawanshahar collect effluent samples and submit the detailed report in the matter within 15 days.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>Now, the hotel has applied for consent to operate under the Water Act, 1974 & Air Act, 1981. As per agenda note the hotel was visited by of on 23.01.2023 and it was observed that Two no. submersible pumps & M.C. supply is installed as source of fresh water. Water meter with one of submersible pump is provided and the reading of the same was 539 KL. Oil & Grease trap is provided for kitchen wastewater. The STP is installed with components: Oil & grease trap, Collection Tank, Aeration Tank, Clarifier, Prefilter tank, outlet, filter. Water meter is provided at the outlet of the STP and the reading of the same was noted as 3456 KL and separate energy meter is provided and the reading of the same was noted as 4536 KWh.</p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="mso-spacerun: yes;"> </span>The sewerage water and the kitchen wastewater after oil & grease trap is sent to STP and treated effluent is discharged into M.C. Sewer which leads to terminal STP of Nawanshahr which is in operation and achieving prescribed standards. The unit has installed 225 KVA & 125 KVA on roof top with canopy and with adequate stacks. There are 03 no. of kitchens established in the unit. However, only one kitchen found operational during visit. The emission control system is provided discharge of emissions and the suction of emissions through ducting is provided.</p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="mso-spacerun: yes;"> </span>The unit is generating hazardous waste of category 5.1 and has provided separate room for the same. Fresh record of hazardous waste management is maintained. Around 19 ltr of spent oil was found stored in MS Drum. Agreement with the authorized recycler (JK Trading Company) is done.The unit has applied for obtained authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for category 5.1.The solid waste is sent to the dump site through MC, Nawanshahr vehicles. The representative of the hotel submitted that they have land in the Focal Point area where the compost pits have been constructed for the disposal of bio-degradable. The plastic waste (bottles) are lifted by the kabadias. No SUP items was found in the premises of the hotel.DJ System is played indoor. Prohibited crackers are not used. Timing guidelines are complied. The LED lights are used. Solar system is installed. Inverters are not used in case of power failure.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"> <span style="mso-spacerun: yes;"> </span>In view of report of Regional Office, it is recommended that consent to operate under Water Act, 1974 & Air Act, 1981 may be granted to the hotel upto 30.09.2027 with suitable terms and conditions and special conditions that:-</p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -31.65pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 49.65pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The hotel shall comply with mechanism / guidelines for control of pollution and enforcement of environmental norms as issued by PPCB vide office order no. 64 dated 02/02/2021.</p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -31.65pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm 8.0pt 49.65pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">7)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall adopt energy conservation measures by providing solar system, LED bulbs & inverters etc.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 49.65pt; mso-add-space: auto; text-align: justify; text-indent: -31.65pt; line-height: normal; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">8)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -31.65pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm 8.0pt 49.65pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">9)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -31.65pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm 8.0pt 49.65pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">10)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall ensure that hazardous waste (used oil, used batteries) are collected properly & disposed off to the authorized recyclers registered with MoEF & CC / CPCB and having valid operating license of Punjab Pollution Control Board.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -31.65pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm 8.0pt 49.65pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">11)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.</p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 49.65pt; mso-add-space: auto; text-align: justify; text-indent: -31.65pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">12)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall<span style="mso-spacerun: yes;"> </span>make all necessary arrangements for compliance of Noise Pollution (Regulation and Control) Rules, 2000 & shall obtain required necessary permission from designated authorities for operation of DJ etc. as per provisions of Noise Pollution (Regulation and Control) Rules, 2000. (Competency:- SEE- Jalandhar).</p> |
