It is submitted that the unit was granted 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide no. O16HSPCTOA4236280 dated 29.06.2016 valid upto 30.09.2020 for operation of marriage palace with discharge of domestic effluent @ 16.00 KLD onto land for plantation after septic tank, subject to the conditions mentioned therein and 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 vide no. No. O16HSPCTOW4236289 dated 29.06.2016 valid upto on 30.09.2020 for operation of marriage palace with 63 KVA, subject to the conditions mentioned therein.  Thereafter, the show cause notice issued to the marriage palace with personal hearing before the Senior Environmental Engineer on 05.04.2022, wherein it was decided that:   1)    The project proponent shall apply for necessary permission from Punjab Water Regulation & Development Authority (PWRDA) for extraction of ground water. 2)    The project proponent shall provide Rain Water Harvesting System in consultation with Punjab Water Regulation & Development Authority (PWRDA). 3)    The project proponent shall provide grit removal arrangement with oil & grease trap followed by septic tank of adequate design to treat the effluent.   4)    The project proponent shall provide efficient fixtures to control consumption of water and shall reuse maximum treated water for non-portable purpose/ gardening etc. 5)    The project proponent shall maintain records of fresh water consumption on daily basis. <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 28.35pt; text-align: justify; text-justify: inter-ideograph; text-indent: -28.35pt; line-height: normal; background: white;">6)    The project proponent shall use approved / authorized fuel only with preference to cleaner fuels. <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 28.35pt; text-align: justify; text-justify: inter-ideograph; text-indent: -28.35pt; line-height: normal; background: white;">7)    The project proponent shall properly channelize the fugitive emissions including emissions from cooking & kitchen operations by providing proper ducting / hood arrangement and proper exhaust system. 8)   The project proponent shall adopt energy conservation measures by providing solar system, LED bulbs & inverters etc. <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 28.35pt; text-align: justify; text-justify: inter-ideograph; text-indent: -28.35pt; line-height: normal; background: white;">9)    The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 10)   The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 11)   The project proponent shall ensure that hazardous waste (used oil, used batteries) are collected properly & disposed off to the authorized recyclers registered with MoEF & CC / CPCB and having valid operating license of Punjab Pollution Control Board. 12)     The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 28.35pt; text-align: justify; text-justify: inter-ideograph; text-indent: -28.35pt; line-height: normal; background: white;">13)  The project proponent shall  make all necessary arrangements for compliance of Noise Pollution (Regulation and Control) Rules, 2000 & shall obtain required necessary permission from designated authorities for operation of DJ etc. as per provisions of Noise Pollution (Regulation and Control) Rules, 2000. <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 28.35pt; text-align: justify; text-justify: inter-ideograph; text-indent: -28.35pt; line-height: normal; background: white;">14)  The project proponent shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act 1974, Air (Prevention & Control of Pollution) Act 1981 and authorization under Hazardous Wastes (Management, Handling & Transboundary Movement) Rules, 2016 through online system within 20-days after compliance of above mentioned decisions. <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 28.35pt; text-align: justify; text-justify: inter-ideograph; text-indent: -28.35pt; line-height: normal; background: white;">15)     The Regional Office, Hoshiarpur shall visit the resort after stipulated period and process consent cases on merit. Now, the marriage palace has applied for obtaining consent to operate of the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents. The marriage palace has deposited Rs. 47300/- vide UTR No. N182222019614924 dated 01.07.2022 and Rs. 46800/- vide UTR No. N182222019628079 dated 01.07.2022 under both Acts.  The fee deposited by the marriage palace is adequate upto 30.09.2027  including the penalty fee.  The industry was visited by the undersigned on 14.02.2023 and the details are as under:           <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: normal; mso-list: l2 level1 lfo1; margin: 0in 0in .0001pt 41.25pt;">1.      The unit is a Marriage Palace. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: normal; mso-list: l2 level1 lfo1; margin: 0in 0in .0001pt 41.25pt;">2.      The marriage palace is not in operation due to off season as informed by the representative of the unit. The marriage palace provided one Hall, Kitty hall, 8 Rooms and Banquet Hall and capacity of hall is 400 persons as informed by the representative of the unit. Water Pollution and its Control: <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt 41.25pt;">1.      The industry has installed 01 No. submersible pumps as source of fresh water. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt 41.25pt;">2.      The unit has provided separate toilet units and kitchen for marriage palace and restaurant / kitty hall. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt 41.25pt;">3.      The wastewater from restaurant/kitty hall side is passed through newly constructed O&G traps and then collected in underground tank. The unit has laid down a pipeline for diverting the wastewater from the underground tanks to septic tanks. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt 41.25pt;">4.      The domestic effluent / wastewater from marriage palace side toilets and kitchen is passed through the septic tank from where it is pumped for discharge onto land for irrigation purpose. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt 41.25pt;">5.       The MP   has developed plantation area for utilization of treated wastewater. Air Pollution and its Control: <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -24.0pt; line-height: normal; mso-list: l0 level1 lfo3; margin: 0in 0in .0001pt 42.0pt;">1.       The marriage palace has installed 02 no. DG sets capacities 66 KW & 35 KVA are equipped with canopies and stacks of about 4.5 ft. and 5.5 ft. above roof level.. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -24.0pt; line-height: normal; mso-list: l0 level1 lfo3; margin: 0in 0in .0001pt 42.0pt;">2.       The emission collection hoods and stacks of height about 10' and 5' are provided for kitchen. Solid Waste Management <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -24.0pt; line-height: normal; mso-list: l3 level1 lfo4; margin: 0in 0in .0001pt 60.0pt;">1.       Two nos. of compost pits are constructed outside the premises of the unit and are operational having bio-degradable waste. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -24.0pt; line-height: normal; mso-list: l3 level1 lfo4; margin: 0in 0in .0001pt 60.0pt;">2.       No SUP items were found in the premises.  In view of above, it is recommended that the marriage palace may be granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 upto 30.09.2027 with usual terms and conditions.
