<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is submitted that the industry is a red category dyeing unit. Earlier, the industry was granted varied ‘Consent to Operate’ under the Water Act, 1974 vide no. CTOW/Varied/LDH3/2022/20079308 dated 26.10.2022, valid upto 25.01.2023 for dyed acrylic yarn @ 2400 Kg/day with discharge of trade effluent @ 345 KLD & domestic effluent @ 1.5 KLD into conveyance system of CETP 50 MLD with conditions mentioned therein.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of Consent to operate under Water (Prevention & Control of Pollution) Act, 1974. The industry had already deposited consent fee, which is adequate upto 30.06.2027 under said Act.</p>
<p style="text-align: justify;">The site of the industry was visited by the AEE of RO on 27.12.2022 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1) <!--[endif]-->The industry was in operation during visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2) <!--[endif]-->The industry has installed 12 cabinet machines in its premises of capacity 60 kgs x 10 nos., 90 kgs x 2 nos and 01 cabinet of 60 Kg found sealed.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3) <!--[endif]-->The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 374.4 KLD from its total 12 cabinet machines. However, the industry has granted 347 KLD shares of CETP, hence the discharge of the industry is 27.4 KLD more than the share allotted to it. Hence around 7% machinery of the industry i.e. one cabinet of 60 Kg had been already sealed by the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4) <!--[endif]-->The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5) <!--[endif]-->Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level.</p>
<p style="text-align: justify;">The site of the industry falls in Industrial Zone as per Mater Plan, Ludhiana vide DTP letter no. 1714 dated 06.07.2018.</p>
<p style="text-align: justify;">Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted for one year (In light of e-noting no. 21071130 yet to be approved) for the discharge of trade effluent @ 345 KLD & domestic effluent @ 1.5 KLD into conveyance system of CETP 50 MLD with same terms and conditions, please. </p>
