<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is small scale red category dyeing unit and was granted consent to operate under the Water Act, 1974, valid upto 25.01.2023 for dyeing of acrylic/ fancy yarn @ 5130 Kgs/day with discharge of trade effluent @ 406.4 KLD & domestic effluent @ 4 KLD into conveyance system of CETP 50 MLD with conditions mention therein.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 for dyeing of acrylic/ fancy yarn @ 5130 Kgs/day with discharge of trade effluent @ 406.4 KLD & domestic effluent @ 4 KLD into conveyance system of CETP 50 MLD. The industry had already deposited consent fee, which is adequate upto 30.06.2025.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 02.02.2023 and observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has submitted share certificate of 868 KLD from PDA vide dated 16.09.2022 to discharge effluent into inlet of CETP 50 MLD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed 13 cabinet dyeing machines of capacity (120 Kg X 4 no, 60 Kg X 7 no, 40 Kg X 1 no, 10 Kg X1 no).</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The study on effluent generation has been also done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 410.4 KLD from its present dyeing machinery. However, the industry has granted 868 KLD shares of CETP, hence the industry have more CETP shares than its discharge.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. As per the online flow meter record, the discharge of the industry is within the consented discharge. The industry was also advised to provide the flow meter at inlet water supply.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->No work of proposed expansion as per NOC granted to the industry vide no. CTE/Exp/LDH3/2022/19967598 dated 23.12.2022 has been started at site.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->As per the Common land use certificate issued by the DTP vide letter no. 1313-DTP(L)/I-16 dated 13.04.2011 (copy enclosed). Right side of the Tajpur Road falls in the Residential Zone and left side to the falls in the Industrial Zone. This unit falls on main Tajpur Road left side on Buddha Nallah.</p>
<p style="text-align: justify;">Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted for one year (In light of e-noting no. 21071130 yet to be approved) for the discharge of trade effluent @ 406.4 KLD & domestic effluent @ 4 KLD into conveyance system of CETP 50 MLD with same terms and conditions, please. </p>
