RO has reported that the unit was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2022/18026024 dated 17/03/2022 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2022/18026202 dated 17/03/2022, which are valid up to 31/03/2023. Now, the unit has applied for renewal consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 with requisite documents and the consent fee for one year period i.e. up to 31/03/2024.           The unit was visited on 09/02/2023 and observed as under:- <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 54.8pt;">1.    The unit is a shopping mall. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 54.8pt;">2.    The shopping mall has installed STP at lower basement & STP was in operation during visit. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 54.8pt;">3.    The shopping mall has submitted the effluent samples of the shopping mall, which were collected by Board’s lab on 24/01/2022 and from Private lab namely M/s SIMA Labs dated 24/12/2022. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 54.8pt;">4.    The treated domestic effluent was being discharged partially into sewer & partially onto land for horticulture. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 54.8pt;">5.    EMF have installed by the mall at outlets of STP. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 54.8pt;">6.    The mall has maintained the record of generation / treatment of waste water. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 54.8pt;">7.    The mall has installed D.G. Sets of capacity 210 KVA (03 nos.), 1650 KVA (02 nos.) & 630 KVA (01 no.) in a acoustic room.           It is further submitted that the effluent samples were collected by Board’s Lab from final outlet of STP. As per analysis report, issued by Zonal Lab, Jalandhar vide no. 378-80 dated 02/02/2022, the concentrations of various parameters i.e. pH = 8.1, COD = 54, BOD = 16, TSS = 17, TDS = 410 and O&G = BDL are found within the prescribed limits of the Board. The unit is complying with conditions of the consents granted under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.                                      EEZO has observed that the project has not analyzed its effluent samples from the Board's lab as per schedule framed by the Board, the CA certificate did not mention the year of the assets of the project.                                          RO replied that the shopping mall has submitted the latest effluent samples of the shopping mall, from Private lab namely M/s SIMA Labs dated 24/12/2022 and Board’s lab collected on 24/01/2022. The CA certificate submitted by the shopping mall has been signed by CA on 02/02/2023.          RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the unit up to 31/03/2024 with suitable terms & conditions along with special conditions that the unit will submit effluent analysis report within 02 months from Board’s Lab or Approved Lab. Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the unit up to 31/03/2024 with suitable terms & conditions along with special conditions as under:-    1.    The project proponent shall maintain records of fresh water consumption and operation of STP on daily basis. 2.    The project proponent shall properly channelize the fugitive emissions including emissions from cooking & kitchen operations by providing proper ducting / hood arrangement and proper exhaust system. 3.    The project proponent shall adopt energy conservation measures by providing solar system, LED bulbs & inverters etc. 4.    The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 5.    The Project Proponent shall develop the vermi-composting/composting to manage the bio-degradable solid wastes. 6.    The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 7.    The project proponent shall ensure that hazardous waste (used oil, used batteries) are collected properly & disposed off to the authorized recyclers registered with MoEF & CC / CPCB and having valid operating license of Punjab Pollution Control Board. 8.    The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. 9.    The project proponent shall not use or allow to use  single use plastic (SUP) items in the premises as same are banned from 01/07/2022 as per the Notification of Govt. of India as well as Punjab.   10. The unit will submit effluent analysis report within 02 months from Board’s Lab.      Competency : Chairman Sir
