<p class="MsoNormal" style="margin-left: 18.0pt; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Arial; background: white; mso-fareast-language: EN-IN;">On perusal of the reply submitted by RO, it is imperative to point out that the industry had upgraded its ETP to 100 KLD capacity for accommodating treatment of increase effluent load after commissioning of its refinery plant i.e. trade effluent @ 60 KLD. The RO has quoted the telephonic submission given by the representative of the unit to the effect for grant of CTO for trade effluent generation @ 45 KLD instead of 15 KLD. Further, the RO submitted that at full production capacity (without refining process), the average effluent generation from the unit shall be around 45 KLD and operation of ETP based on bio-logical treatment shall be feasible at this capacity. However, the operation of the unit at full production capacity every day and thereby generation of 45 KLD may not be plausible. Also, the industry has provided ETP based on biological treatment (anaerobic followed by aerobic process) & for effective operation of the biological components at such less loading rate, the unit shall need to get the operational parameters of the said components reassessed from the ETP provider or any IoR.</span></p>
<p class="MsoNormal" style="margin-left: 18.0pt; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Arial; background: white; mso-fareast-language: EN-IN;">Moreover, the RO was asked to clarify whether the industry intends to operate the 14 TPH boiler in lieu to its revised proposal to not operate the refinery plant; if so, it was asked to submit completion cum adequacy certificate of the APCD & to carry out stack emission sampling of the new boiler. The RO reported that the industry has submitted completion certificate of the APCD installed with 14 TPH boiler from technical agency; further informed that the boiler of capacity 14 TPH was installed for operation of the refining unit only and the extant boilers of capacity 8 TPH, 01 TPH and TFH of capacity 15 lac Kcal are sufficient for its present production (without refining process). However, the RO has not carried out the stack emission sampling of the new boiler.</span></p>
<p class="MsoNormal" style="margin-left: 18.0pt; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Arial; background: white; mso-fareast-language: EN-IN;">In consideration of the above and the report/ recommendations sent by RO; if approved, </span><span style="font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px;">the varied ‘Consent to Operate’ under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Soap Noodles @ 60 Metric Tonnes/Day, Stearic Flakes @ 20 Metric Tonnes/Day, Glycerin @ 5 Metric Tonnes/Day & Acid Oil @ 2 Metric Tonnes/Day, be granted to the industry for short term i.e. upto 30.09.2023, subject to suitable conditions and the following additional conditions that:</span></p>

Further, the industry shall maintain proper record regarding the operation of its effluent treatment plant (ETP) at all times and make it available to the officer of the Board during the conduct of visit, without fail.</span></p>
