| Clarification Note: |
While processing the application of the project proponent it was observed that:
1. The project proponent was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/17617771 dated 11/02/2022 was valid upto 10/02/2023 with certain conditions and additional conditions that:
1) The project proponent shall submit the compliance of shortcomings observed during the visit dated 7/1/2022 to the Environmental Engineer, RO, Mohali, within a period of one month.
2) The project proponent will install & commission a composter of adequate size in the Sky Gardens Project for the treatment of wet waste generated within this project, within one month. Till then, the Project Proponent shall ensure that the wet and dry waste are segregated at house-hold level and wet component is composted properly in the composter installed in Sec-82 Super-Mega project site.
3) The project proponent will lay down treated water line from GMADA STP, Sec-83 to Sec-66-A and Sector-82, within one months in compliance of its letter dated 08.07.2021. The project proponent will keep record of treated waste-water from GMADA STP used for plantation.
4) The project proponent will submit monthly progress report to Board regarding setting up of common STP of 2.8 MLD.
5) The project proponent will provide adequate stack height with all the DG sets. A compliance report in this regard be submitted to Board within one month.
6) The project proponent shall ensure the compliance of the conditions of the Environmental Clearance granted to it
7) The project proponent shall ensure that the STP of 2.8 MLD capacity is being installed in compliance of the time-lines given in the pert chart submitted by the project proponent vide its letter no. JLPL/809/2021/5615 dated 23/12/2021.
8) The project proponent shall adopt the water conservation measures within the project as prescribed in the Manual on norms and standards for environment clearance of large construction projects issued by MoEF&CC such as Monitoring water use, use of water saving devices/fixtures, Low flow flushing systems, sensor-based fixtures, Waterless urinals, low flow shower, low flow water taps, tap aerators, pressure reducing devices etc.
9) The project proponent shall ensure compliance of the Solid Waste Management Rules, 2016.
10) The promoter company shall be responsible to ensure the use of treated wastewater for flushing purpose and shall lay down pipeline from the common STP of capacity 2.8 MLD up to the project site for the use of the treated wastewater for flushing purpose.
11) The project proponent shall update the status of laying of treated water line from GMADA STP, sector-83 till the super-mega project and status of construction of 2.8 MLD STP, within one month.
12) In case of any complaint / violations and failure to submit compliance of the above conditions, the Consent to operate shall automatically stand revoked/ cancelled.
13) The project proponent, alongwith mechanical composter, may also develop the manual composting / vermicomposting to manage organic wastes.
2. The project proponent shall submit the extended BG of Rs. 30 lakh as an assurance to install STP of capacity 2.8 MLD before 31/12/2022.
3. The project proponent has submitted latest CA certificate with increase of fixed assets of Rs. 13560.0 lakhs to Rs. 13960.0 lakh as on 31/01/2023. The project proponent is require to deposit NOC regularization fees of Rs. 14400/- against the increase of its fixed assets @ 4 Crore.
4. The industry has not submitted analysis results of effluent sample from Board lab or NABL approved lab.
You are requested to submit the compliance of above observations in annotated form within 03 days, so that the application can be processed timely. |
