<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry was granted ‘Consent to Operate’ under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Telecom Terminals @ 13500 Nos/day, both valid upto 30.06.2023.</p>
<p style="text-align: justify;">Now, the industry has applied for obtaining renewal of ‘Consent to Operate’ under the Water Act, 1974 & the Air Act, 1981. The industry has deposited consents fee, which is adequate upto 31.12.2025 under both acts.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 13.02.2023 and it was observed as under:-</p>
<p style="text-align: justify;">1. The industry was in operation for manufacturing of telephone sets.</p>
<p style="text-align: justify;">2. The industry is using ABS (polymer) as a raw material for making casing of telephone sets and other electronics/electrical components are used as raw material.</p>
<p style="text-align: justify;">3. The machinery installed by the industry includes 15 no. injection molding machines, one SMT-line, Electricity oven, 02 no. auto insertion, 03 no. wave soldering.</p>
<p style="text-align: justify;">4. The industry has installed wet scrubber as an APCD to control the emissions generated during soldering. The air emission samples were collected on 24.06.2022 and as per analysis report, concentration of SPM is 48 mg/ Nm3 which is within the prescribed limits of the Board i.e. 150 mg/Nm3.</p>
<p style="text-align: justify;">5. The industry has installed 03 no. DG sets, 02 of capacity 500 KVA & 01 of capacity 125 KVA. The industry has placed in-acoustic enclosure room and also provided stacks of adequate height.</p>
<p style="text-align: justify;">6. There is no generation of trade effluent from process and only domestic effluent @ 20 KLD is generated.</p>
<p style="text-align: justify;">7. The industry has installed STP for the treatment of domestic waste water generated from canteen/mess and staff/labor toilet. The effluent samples were collected from outlet to STP on 24.06.2022 and as per this analysis report concentration of various parameters is pH = 8.9, TSS = 45 mg/l, BOD = 06 mg/l and O&G = BDL i.e. within the prescribed limits of the Board.</p>
<p style="text-align: justify;">8. Treated effluent from STP is discharged onto land for plantation. The industry has provided plantation all along the boundary wall and there is one lawn of size about 1.5 Kanal near STP. Total area available for discharge of treated water is about 3000 m2 which is adequate for discharge of 20 KLD. The industry has provided proper distribution network for discharge of treated water into plantation area and in lawn. Condition of plantation is good.</p>
<p style="text-align: justify;">9. The industry has submitted extended Bank Guarantee of Rs. 5.0 Lac bearing no. 0031NDDG00089423 dated 14.09.2022 valid for period upto 13.09.2023.</p>
<p style="text-align: justify;">10. As per CA certificate, the cost of plant and machinery is Rs. 724.05 lac. The industry is a medium scale unit and the competency lies with Chief Environmental Engineer, Ludhiana.</p>
<p style="text-align: justify;">11. As per record file, the industry has not submitted any document regarding classification of area as per Master Plan. However, the site of industry falls in Plot No 1 to 4 Rural Industrial Complex, Hambran, Ludhiana.</p>
<p style="text-align: justify;">Keeping in view of above, it is recommended that renewal of ‘Consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 31.12.2025 for manufacturing of Telecom Terminals @ 13500 Nos/day subject to suitable conditions, please.</p>
