<p style="text-align: justify;">The shares allotment is under consideration of the Board. As per the decisions taken in the e-noting file no. 19582356 regarding sealing/ de-sealing of the machinery and to regulate the quantum of effluent reaching the CETP, the Competent Authority of the Board had decided to temporarily restrict the quantum of effluent discharged from the industries, to the lesser quantum out of GNE report 2022 and tentative shares intimated by PDA vide its letter dated 22.07.2022.</p>
<p style="text-align: justify;">In the present case, the industry i.e. M/s S.K. Dyeing & Finishing was allotted tentative shares of 607 KLD and as per GNE the machinery was for discharge of 627.6 KLD. As such, the industry has been allowed and granted consent for discharge of 607 KLD.</p>
<p style="text-align: justify;">Now, the industry has requested that it has made water conservation and is reusing about 40% of effluent and has applied for new NOC for discharge of 124 KLD into CETP 50 MLD in the new name M/s S.K. Dyeing & Finishing (Unit-2). The water reduction has been verified by the RO of the Board.</p>
<p style="text-align: justify;">In my personal view, the Board is not having manpower to verify the discharge/ reuse of individual industry. Also, the officers cannot trace all violations/ byepass/ unmetered effluent into the CETP of such units which will affect the operation of CETP. Also, all the other member unit industries of CETP 50 MLD will apply for expansion in similar manner. With the water reduction, the concentration of the pollutants at the CETP inlet will also increase. It will be difficult to control and treat the effluent at CETP to prescribed norms. </p>
<p style="text-align: justify;">On the other hand, the efforts made by the industry in reducing the water consumption is also an appreciable steps.</p>
<p style="text-align: justify;">As such, it is recommended that a policy decision be taken by the Board for granting new NOC/ expansion made by the industry by reducing the water discharge.</p>
