<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;"> It is intimated that the project proponent has proposed to establish a small scale red category printing unit and has applied for obtaining fresh Consent to Establish (NOC) under Water Act, 1974 & Air Act, 1981 for the production of printing of garments @ 2 T/day with discharge of trade effluent @ 99.0 KLD and domestic effluent @ 1.0 KLD into CETP 15 MLD. The industry has deposited NOC fee, which is adequate for one year.</p>
<p style="text-align: justify;">The proposed site was visited by the AEE of RO on 01.02.2023 and observed that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The proposed site is situated at Dyeing Complex, Bahadur Ke Road, Ludhiana.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The building of the industry had already been constructed as the project proponent had bought already existing industry from a separate firm M/s Swadeshi Wollen Mills, Dyeing Complex, Bahadur Ke Road, Ludhiana including shares of the CETP @ 100 KLD. The project proponent has submitted the supporting land documents.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->Presently renovation work of the building is going on and no machinery is installed inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The project proponent has proposed to set up a printing unit for the production of printing of garments @ 02 T/day with the disposal of trade effluent @ 99.0 KLD and domestic effluent @ 1.0 KLD into the conveyance system of CETP-15MLD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The proposed cost of the project as per the project report is of about 281.0 Lacs and project proponent has proposed to install allied printing machinery inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The project proponent has proposed to install 01 D.G set of capacity @ 250 KVA with canopy inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The industry has submitted the copy of area classification obtained from DTP, Ludhiana vide no. 2730/DTP(L)M2A dated 07.12.2022 mentioning that the proposed site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2031). Hence, the proposed site is suitable to set up the proposed unit at site.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The industry has also submitted the no objection certificate from the SPV BKTKA vide their letter no. BKTKA/CETP/05/08 dated 09.05.2022 regarding transfer of shares @ 100 KLD from M/s Swadeshi Wollen Mills, Dyeing Complex, Bahadur Ke Road, Ludhiana to M/s Tudor International, New Veer Nagar, Bahadur Ke Road, Ludhiana for the disposal of its trade effluent into the conveyance system of CETP.</p>
<p style="text-align: justify;">The industry namely M/s Swadeshi Wollen Mills, Dyeing Complex, Bahadur Ke Road, Ludhiana had never obtained any NOC/CTO from the Board for disposal of its trade effluent into the conveyance system of CETP, however earlier it had obtained NOC from the Board vide no CTE/Fresh/LDH3/2017/5647807 dated 15.06.2017 to establish a dyeing unit in the Bahadur ke dyeing cluster and for the disposal of trade effluent @ 95 KLD into sewer. The NOC was valid upto 14.06.2018 but it has neither commissioned and nor obtained any CTO from the Board thereafter. M/s Swadeshi Wollen Mills, Dyeing Complex, Bahadur Ke Road, Ludhiana had obtained shares from BKTKA for the disposal of trade effluent into CETP conveyance system @ 100 KLD. The said firm (Land Building & Shares) has now been purchased by M/s Tudor International.</p>
<p style="text-align: justify;">It is further added here that, the Board had already issued certain directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 dated 22.12.2020 to the Chairman of the SPV, BKTKA as well as all the members of SPV that, “Trading of shares by the member units of the SPV is not allowed. In case, any industry discontinue its water polluting process, it may surrender its earlier allotted shares to the SPV. Further allotment of these shares shall be made by the Managing Committee with prior approval of the Chairman of the Board.”</p>
<p style="text-align: justify;">Whereas, the project proponent is involved in the trading of shares without getting prior permission from the Competent Authority of the Board. </p>
<p style="text-align: justify;">May if approved, it is recommended that the NOC case be refused after affording an opportunity of personal hearing before the Competent Authority of the Board, please.</p> |
