<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is small scale, orange category hosiery/washing unit and was granted consent to operate under Water Act, 1974 & the Air Act, 1981, both valid upto 31.03.2023 for manufacturing of Shawls & Stoles @ 100 Kg/ day with washing process to discharge of trade effluent @ 8.5 KLD into sewer after treatment through ETP & domestic effluent @ 10 KLD into sewer.</p>
<p style="text-align: justify;">Earlier, the effluent samples of the industry were not within the prescribed limits during sampling carried out during the visits on 24.10.2020 & 12.03.2021 and the ETP was not working efficiently on 22.02.2022.</p>
<p style="text-align: justify;">As such, directions u/s 33-A of the Water Act, 1974 also issued to the PSPCL authorities for disconnection of electric supply of the industry.</p>
<p style="text-align: justify;">Thereafter, directions u/s 33-A of the Water Act, 1974 also issued to the PSPCL authorities for temporary restoration of electric supply upto 31.03.2023.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of Consent to Operate under Water Act 1974 & Air Act, 1981. The industry had already deposited, which is adequate upto 30.06.2026 (Water) & 31.12.2024 (Air).</p>
<p style="text-align: justify;">The site of the industry was visited by the AEE of RO on 09.02.2023 and it was observed that:-</p>
<p style="text-align: justify;">1. The industry was in operation during visit.</p>
<p style="text-align: justify;">2. The industry was carrying out only dry process weaving, knitting and pressing operations, only.</p>
<p style="text-align: justify;">3. The industry has installed small washing section having 02 washing machines of capacity around 100 Kgs & 30 Kgs and allied machinery. However, during visit only 01 washing machine of capacity 100 Kgs was in operation. The representative informed that washing process is not in regular operation.</p>
<p style="text-align: justify;">4. The industry has upgraded its ETP by installing new secondary tube settler, carbon & Sand filter, blower & dosing tanks.</p>
<p style="text-align: justify;">5. The industry has maintained the record of operation of ETP and effluent discharge as per record average discharge of effluent of industry is around 03 to 04 KLD.</p>
<p style="text-align: justify;">6. The ETP was found in operation during visit and effluent samples of the same were collected and as per analysis results, all the parameters were found within the prescribed limits.</p>
<p style="text-align: justify;">7. The industry has installed DG set of cap. 250 KVA with canopy.</p>
<p style="text-align: justify;">8. The industry has not installed any boiler. It has installed very small electric heater in steam pressing section.</p>
<p style="text-align: justify;">As per the DTP certificate issued vide letter no. 3774 dt. 30.12.2011, the unit falls in industrial mix zone and is in operation at this location before July 2007. Moreover, the industry has also obtained the continuity certificate u/s 79 of Punjab Regional Town and Development Act Amended 2016 from MC, Ludhiana vide letter no. 1292 dt. 05.06.2018, for the operation of unit at this location upto August, 2023.</p>
<p style="text-align: justify;">Keeping the above in view, it is recommended that:</p>
<p style="text-align: justify;">1) Directions u/s 33-A of Water Act, 1974 to the PSPCL Authorities may be issued to the PSPCL authorities for further extension in the electric connection of the unit upto 31.07.2023.</p>
<p style="text-align: justify;">2) Renewal of ‘Consent to Operate under the Water Act, 1974 and Air Act, 1981 may be granted upto 31.07.2023, with suitable conditions and special condition that the industry shall comply with the zoning regulation of Master Plan of Ludhiana and shall shift its unit accordingly.</p>
