File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry was granted consent to operate under Water Act, 1974, valid upto 25.01.2023&nbsp;for production of Dyeing of P.C. Cloth @ 2000 Kgs/day, Washing of Garments @ 300 Numbers/Day with discharge of trade effluent @ 99.5 KLD &amp; domestic effluent @ 0.5 KLD with conditions mentioned therein.</p> <p style="text-align: justify;">Now, the industry has applied for renewal of consent to operate under Water Act, 1974 for dyeing of PC Clothes @ 2000 kgs/day, washing of garments @ 300 nos/day and discharge of trade effluent @ 99.5 KLD &amp; domestic effluent @ 0.5 KLD into CETP 50 MLD conveyance system. The industry has submitted share certificate from the Punjab Dyers Association (Tajpur Road module) for discharging 100 KLD effluent into CETP of 50 MLD. The industry has already deposited consent fee, which is adequate upto 30.06.2027.</p> <p style="text-align: justify;">The industry was visited by AEE of RO on 02.02.2023 and it was observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation during the visit.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has earlier installed 4 soft flow dyeing machines of capacities 450 kg X2 &amp; 250 kg X 2 for dyeing of polyester fabric having total 10 chambers. Out of which 1 soft flow of 450 kg was sealed by the Board. During visit, it was found that the industry is operating its all machinery and no seal was found intact on its earlier sealed machine. Further the industry has also installed one more new sample soft flow machine of capacity around 20 Kg.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 240 KLD from its total 12 chambers. However, the industry has removed the 01 soft flow machine of capacity 250 Kg after GNE study and has present only 10 chambers. Hence, as per GNE calculation the effluent generation will be 200 KLD. However, the industry has granted 100 KLD shares of CETP, hence the discharge of the industry is 100 KLD more than the allotted shares of CETP. Hence 50 % machinery of the industry is required again seal.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has not submitted the record of water consumption/ effluent generation/ production.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade &amp; domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is using solid wood pieces as fuel in its furnace and mechanical feeder for crushed fuel is yet to be provided by the industry.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The water scrubber is provided by the industry &amp; however its piping work yet has not completed.</p> <p style="text-align: justify;">In view of above, it is recommended that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 may be refused.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->Suitable amount of Environmental Compensation may be imposed upon the industry on best judgement.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->Directions u/s 33-A Water (Prevention &amp; Control of Pollution) Act, 1974 be confirmed for disconnection of electric supply.</p> <p style="text-align: justify;">Competency :</p> <p style="text-align: justify;">Consent : SEE, ZO</p> <p style="text-align: justify;">Directions : Hon'ble Chairman of the Board</p>
