It is submitted that the industry is a small-scale orange category plywood manufacturing unit and has been granted Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of Plywood/Board @ 200 Nos./day which are valid upto 30.09.2021. In continuation to e-noting no. 18374019, a telephonic complaint was received in the Board with photographs regarding generation of black smoke from the stack of the industry. To verify the facts, the industry was visited by officer of the Board on 30.03.2022 and observed as under:- 1.    At first instant, the stack of the unit was checked from outside of the industry from the bridge and outside road. During visit time, industry was found not emitting black smoke, only light grey colour emissions were found emitted during visit. 2.    Thereafter, to verify the facts the unit was visited from inside and found that the unit was in operation during visit. The industry has installed one boiler of capacity 3 TPH with cyclone and wet scrubber as APCD and same was found in operation during visit. The industry was using wood as fuel in its boiler during visit. 3.    Earlier at many occasions, it has been observed that the unit emits black smoke from the chimney of the industry. Further, the industry is located at Dhandari Kalan and black smoke emission is always visible from the stack whenever someone enters in Focal Point through overbridge. The industry was again found emitting thick black smoke on 16.09.2022. Accordingly, show-cause notice was issued to the industry along with opportunity of show-cause in 15 days. However, no written reply has been received so far. Now, the industry has applied for renewal of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The representative of the industry informed that they could not attend to the show-cause due to family problem but they are taking necessary actions to prevent the black smoke from the chimney.   As discussed and in view of above, if approved, Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry subject to suitable conditions and additional condition that the industry will obtain the report of committee constituted by Punjab State Council for Science & Technology w.r.t. project titled as “Development of Pollution Prevention & Mitigation Measures for the Plywood industrial Sector” under Mission Tandrust Punjab and will submit the same in the Regional office of the Board.
