<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is submitted that the industry is a small scale red category unit and was granted Consent to operate under the Water Act, 1974, valid upto 30.06.2026.</p>
<p style="text-align: justify;">Earlier, the industry was surprisingly visited by officer of the Board on 14.11.2022 regarding identification of the chemicals used by the industry in its process of acid pickling as the industry has made an agreement with M/s Keshav Chemicals Marketing Company, E-578, Phase-7, Focal Point, Ludhiana for lifting of its trade effluent @ 2000 ltr/month. Accordingly, the effluent sample was collected from the acid pickling process of the industry and as per the results of analysis report, the industry has been found both HCL and H2SO4 in the acid pickling tank. The industry was found violating the provisions of Water Act, 1974 as it is lifting HCL containing trade effluent to the re-processor facility.</p>
<p style="text-align: justify;">Accordingly, the consent to operate under the Water Act, 1974 was revoked vide Board's letter no. 704 dated 14.02.2023 and directions u/s 33- A of the Water Act, 1974 was issued to the PSPCL Authorities for disconnecting the electric connection of the industry vide Board letter no. 710 dated 14.02.2023.</p>
<p style="text-align: justify;">Now, the industry has applied for consent to operate under the Water Act, 1974 and made request for restoring the electric connection. The industry has deposited consent fees, which is adequate upto 30.06.2026.</p>
<p style="text-align: justify;">To verify the facts, the industry was visited by officer of RO on 16.02.2023 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was not in operation during visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry is engaged in manufacturing of nut bolts using acid pickling process.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has made an agreement with M/s Keshav Chemicals Marketing Company, Phase-8, Focal Point, Ludhiana on dated 04.10.2022 for lifting of effluent @ 2,000 Litre/Month.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry is maintaining the record of total water consumption viz-a-viz effluent lifted.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->During visit, the industry has informed that HCL is not being used in their process and ensure that the industry will not use HCL without written permission of the Board in future.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->Directions for disconnection were issued due to usages of HCl in the process. The industry is a small unit and has undertaken not to use HCl.</p>
<p style="text-align: justify;"> </p>
<p style="text-align: justify;">In view of the above, it is recommended that </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 may be issued to PSPCL Authorities not to disconnect the electric supply (if electric connection not disconnected) or restore the electric connection temporarily for six months.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Bank guarantee of Rs. 1.0 lac be imposed to the industry for not to use HCl in the process.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->Consent to operate under the Water Act, 1974 may be granted to industry for six months with usual conditions and special condition that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->a) <!--[endif]-->The industry shall setup its own lab/ arrangement for in-house acid testing.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->b) <!--[endif]-->The industry shall not use HCl in its process. </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->c) <!--[endif]-->The industry shall get its spent acid analysed from Board's lab within one month.</p>
