The claim of the industry that by way of steam condensate and cooling water recovery they have reduced the discharged is not justifiable as there is no provision of both the components in the cabinet dyeing machines. Moreover, as per PPCB directions dated 17.10.2022 either the effluent as calculated by GNE or the shares (whichever is less) is considered for allowing consents. Actual effluent discharge calculations are not being considered presently. Moreover, no new NOC / expansion is being allowed presently considering the capacity availability of CETP. This is indirectly a case of expansion of unit. In present policy, this case cannot be considered and required to be returned or refused. It is recommended that the industry may be informed that in present circumstances and at this stage their application for NOC cannot be considered due to above reasons.
