File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">It is intimated that the industry is small scale red category unit. It was granted consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2018/7780761 dated 29/08/2018 upto 30/06/2022 for production of H.B Wire @ 01 TPD and for discharge of trade effluent @ 10 KLM lifted by re-processors and domestic effluent @ 0.5 KLD into sewer with certain conditions.</p> <p style="text-align: justify;">The industry was visited by the officer of RO on 14.11.2022 and the sample from the pickling tank was collected to verify as to whether the industry is using HCL/H2SO4. The results reveals that the industry is using HCL as such, is violating the condition of the CTO earlier granted to the industry under the Water (Prevention &amp; Control of Pollution) Act, 1974.</p> <p style="text-align: justify;">Now, the industry has again applied for renewal of consent to operate under the Water Act, 1974. The industry has already deposited consent fee, which is adequate upto 30.06.2027 against gross value of fixed assets Rs. 7.23 Lacs and plant &amp; machinery Rs. 2.41 Lacs as on 25.11.2022.</p> <p style="text-align: justify;">&nbsp;The industry has submitted copy of latest Rent Deed on dated 23.08.2022, as per which the industry has taken the said plot on lease upto one year i.e. 22.08.2023.</p> <p style="text-align: justify;">The industry has already been visited by officer of RO on 06.01.2023 and observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation during the visit and is engaged in wire drawing having pickling process of bars and uses H2SO4 for pickling.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has provided water meter on the source of fresh water supply &amp; reading was noted to be 524.3 KL.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is maintaining the record of water consumed in the process. The water meter reading on 01.06.2022 was noted to be 471.53 KL. As such the industry has consumed 52.77 KL of fresh water in the process and approximate 16.33 KL of spent acid in process since 01.06.2022 and as per the lifting receipts it has got lifted 66 KL to re-processor i.e. M/s Krishna Agro Chem, Village Khassi Kalan, Tajpur Road, Ludhiana. Approximately 3000 Liter for collection of trade effluent generated from the process.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp; <!--[endif]-->Therefore, the percentage trade effluent generation (Lifted= 66+ Stored in tank=03 = 69 KL) viz-a-viz fresh water consumption and chemical consumption (52.77 + 16.33 = 69.1 KL) comes out as 99 %.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has made agreement dated 28.07.2020 with re-processor i.e. M/s Krishna Agro Chem, Village Khassi Kalan, Tajpur Road, Ludhiana for lifting of trade effluent (Spent Acid H2SO4) @ 10,000 ltr/month, which is valid for a period of five years from date of signing of this agreement.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has provided 03 pickling tanks out of which 02 tanks are being used as pickling processing tank and one tank is used for lime processing tank.&nbsp;&nbsp;&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has provided separate register and is maintaining the record of water consumption in process as well as effluent lifted by re-processor.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is discharging only domestic effluent into sewer.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has not installed any D.G. set within its premises.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->10. <!--[endif]-->The sample of the industry were also collected on 06.01.2023 and results reveals that the industry is&nbsp;now using H2SO4.</p> <p style="text-align: justify;">It is pertinent to mention here that, the industry has not submitted TDCO number in compliance to directions issued by the Board vide letter no. 712 dated 14.02.2023. The industry has submitted request letter vide dated 16.02.2023 that the directions issued by the Board may be re-considered/revoked and the electricity may not be disconnected as the industry is not in a position to operate its unit in lieu of crises. Request letter is attached herewith for ready reference.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">Directions for disconnection were issued due to usages of HCl in the process. The industry is a small unit and has undertaken not to use HCl.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">In view of the above, it is recommended that&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->Directions u/s 33-A of the Water (Prevention &amp; Control of Pollution) Act 1974 may be issued to PSPCL Authorities not to disconnect the electric supply (if electric connection not disconnected) or restore the electric connection temporarily for six months.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->Bank guarantee of Rs. 25,000/- be imposed to the industry for not to use HCl in the process.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under the Water Act, 1974 may be granted to industry for six&nbsp;months with usual conditions and special condition that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->a)&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall setup its own lab/ arrangement for in-house acid testing.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->b)&nbsp;&nbsp; <!--[endif]-->The industry shall not use HCl in its process.&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->c)&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall get its spent acid analysed from Board's lab within one month.</p> <p>&nbsp;d) The industry shall extend its rent deed beyond 22.08.2023 and submit the same to the Board before its expiry.</p> <p style="text-align: justify;">Competency :</p> <p style="text-align: justify;">Consent : SEE, ZO-2, Ludhiana</p> <p style="text-align: justify;">Directions : Hon'ble Chairman of the Board</p>
