<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is submitted that the project proponent has applied for fresh Consent to Establish (NOC) from pollution angel under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for Residential Plots @ 38, EWS Plots @ 4 and Commercial Chunks @ 3, alongwith requisite documents and fees.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The project proponent has deposited fees of Rs. 22,100/- (Rs. 21,600/- as NOC fees and Rs. 500/- as application form fees) vide online UTR no. IBKL230125787162 dated 25/01/2023. The fee deposited by the project proponent is adequate for one year against the total proposed cost of the project Rs. 1112.00 lakh.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The project proponent has submitted a copy of Change of land use certificate issued by Local Government Punjab vide no. PB/CLU/SAS/ZIRAK/886 dated 03/08/2022 for residential plotted.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The project proponent also submitted a copy of certificate issued by Office of Competent Authority (Under PAPR Act, 1995)-cum-Additional Deputy Commissioner (Urban Development), SAS Nagar vide no. LDC/CA-ADC(UD)/2023/01 dated 02.01.2023 for license to develop a residential plotted colony. The license was granted under the Punjab Apartment & Property Regulation Act, 1995 to M/s Highland Park Homes SCO No. 393, 2nd Floor, Sector-8 Panchkula. (Colony Name: “Highland Park Luxuria, Village Bhabat, Zirakpur, Distt. SAS Nagar), subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><strong><span style="font-family: 'Tahoma','sans-serif';">Water Pollution:</span></strong></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Total requirement of fresh water at full occupancy will be 86 KLD and wastewater will be generated @ 69 KLD. The project proponent has submitted feasibility report regarding installation of STP of capacity 85 KLD based on MBBR Technology for the treatment of domestic effluent. The STP treatment process will consists of following stages:</span></p>

Baldev Singh S/o Sh. Hajara Singh R/o Village Bhabat, Zirakpur, Tehsil Derabassi, Distt. SAS Nagar (Owner of agriculture land measuring 1 acre bearing no. 160/456 share of Khewat / Khatoni No. 443/455 Khasra No. 61/25(8-0), 62//21(8-0), 75//5(6-16) total 22 Kanal 16 Marla), for the disposal of treated wastewater from the STP of the project onto land for plantation the land for plantation, which is adjoining to the project namely “Highland Park Luxuria” and same is valid upto 31/12/2027. The site is situated adjoining the proposed project, as per the goggle earth images attached in the document file.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%; margin: 12.0pt 0in .0001pt 0in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The project proponent has submitted that a letter issued by Municipal Council, Zirakpur vide no. 891 dated 12/04/2021 regarding no objection certificate for disposal of Sewerage treated water as per norms of plotting colony of M/s Highland Park Luxuria, Highground Road, Zirakpur, Distt. SAS Nagar. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><strong><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> </span></strong></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><strong><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Solid Waste:</span></strong></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Solid waste will be generated approximately 253 kg/day (@ 0.4 kg/capita/day for residential population and @ 0.2 kg/capita/day for commercial population). The project proponent has also submitted that a letter issued by Municipal Council, Zirakpur vide no. 890 dated 12/04/2021 regarding no objection certificate for disposal of Solid waste (Garbage) at Municipal Council Kurali of plotting colony of M/s Highland Park Luxuria, Highground Road, Zirakpur, Distt. SAS Nagar. </span></p>
<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 1;"> </span>A clarification was raised on the application of the project proponent. The project proponent has submitted its reply which is reproduced as under:</span></p>

The project proponent has not filled total land area as well as total built up area in its application form.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; line-height: 150%; margin: 12.0pt 0in 10.0pt 1.25in;"><strong><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Reply:</span></strong><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> Sir, scale of the project is Large as per the cost of project. Also, the project is an Area development project, thus, the sub-category of the project mentioned in the application form is “2091-Area/Infrastructure Development Project including educational institutions, community hall, IT Park, Theme park (Not covered under EIA notification 2006)”.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; line-height: 150%; margin: 12.0pt 0in 10.0pt 1.25in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Further, as per the layout plan, the total land area of the project is 10,243.6 sq.m. (or 2.531 acres); copy of layout plan is attached as Annexure-1. However, being a plotted colony, only development part such as roads, drainage, horticulture and other water and sewage services etc. will be done by M/s Highland Park Homes, rest of the building construction works will be done by individual plot owner when the company will sell the plots. Thus, at this stage built-up area cannot be calculated.</span></p>

However, as per permissible FAR, the built-up area of the project will be approx. 11,000 sq.m. Also, the built up area of the individual plots to be constructed by individual plot owner will be less than 20,000 sq.m. Thus, the built up area of all individual projects combined together is <1,50,000 sq.m. as well as the built-up area of the individual plots will be <20,000 sq.m. Hence, the project does not cover under EIA notification dated 14/09/2006.</span></p>

Similarly, the fee details filled in the application form is as per the fee calculation attached with the application form.</span></p>

Also, the feasibility report submitted cover all the aspects from pollution angle i.e. wastewater management (treatment & disposal), solid waste management, plantation details, etc.</span></p>

Further, the land reserved under Karnal Technology is adjoining to the project site; Google earth image showing the location of both the sites is attached as Annexure-3.</span></p>
