<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;">It is submitted that the rice sheller was granted renewal of consents to operate under the Water Act, 1974 vide no. CTOW/Varied/BAR/2022/19546228 dated 13/08/2022 & the Air Act, 1981 vide no. CTOA/Varied/BAR/2022/19534251 dated 13/08/2022, both valid upto 30/09/2023, for manufacturing of Sorted Raw Rice with Dryer @ 2.0 T/hr by processing of Paddy @ 3.0 T/hr, as raw material, with certain conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;">Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 & the Air Act, 1981 for operation of rice sheller unit to produce Sorted Raw Rice with Dryer @ 2.0 T/hr by processing of Paddy @ 2.0 T/hr, as raw material.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;">The industry has deposited consent fee of Rs. 44,800/- through online vide UTR No. SBIN521221754469 dated 09/08/2021 & Rs. 50,400/- vide UTR no. 728898795 dated 05/02/2023 under Water Act, 1974 and Rs. 44,800/- deposited through online vide UTR No. SBIN521221757143 dated 09/08/2021 & Rs. 50,900/- (Rs. 50400/- air consent fee + Rs. 500/- application form fee) vide UTR no. 234074221 dated 05/02/2023 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the rice sheller is adequate upto 30/09/2031 against the value of fixed assets of Rs. 109.03 lacs as per CA certificate dated 25/01/2023. The industry has also deposited advance air emission sample collection fee of Rs. 10,266/- vide cheque no. 788726 dated 30/01/2023.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;">It is further informed the industry has submitted latest CA certificate, which shows that there is increase in the value of plant & machinery of the industry. The rice sheller has also submitted compliance report of the conditions of the consent earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, latest CA certificate and an undertaking to the effect that the rice sheller is complying with the conditions of the consents earlier granted to it. The industry has submitted an undertaking that they will comply with the guidelines/ notification of the Punjab Pollution Control Board/ Punjab Govt. regarding installation of bag filter. The industry has also submitted the compliance report of conditions of the consents earlier granted to it under the Air (Prevention & Control of Pollution) Act, 1981. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 09/08/2014 has decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;">Keeping in view of above mentioned facts, it is, therefore, recommended that renewal of consent to operate under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry upto 30/09/2031 for the production of Sorted raw rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 T/hr, as raw material, subject to the suitable conditions as per the policy of the Board and following special conditions that the industry shall get its APCD monitored from Board’s lab & shall submit analysis report to the Board within two month, after commissioning of the unit in the coming season.</span></p> |
