<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">•The PP has applied for obtaining consent to establish (NOC) of the Board from pollution angle under the provisions of the Water Act, 1974 and Air Act, 1981 for the establishment of <a name="_Hlk93311639"></a>E-waste dismantling Unit @ 5 T/day at E-70, Industrial Focal Point, Mansa Road, Bathinda, and has deposited Rs. 5400/- as NOC fee vide UTR no. 359679949 dated 18.01.2023 against the total project cost of Rs. 74.30 lakhs, under red category, which is adequate for one year. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The PP has submitted copy of allotment letter issued by the department of PSIEC, Chandigarh on the name of Sh. Sita Ram Mittal s/o Sh. Parhlad Mittal in which it was mentioned that this plot no. E-70 has been allotted for manufacturing of electrical domestic appliances, however, the application is to setup a new industrial unit for dismantling of e-waste for resource recovery. Accordingly, a clarification was raised to the application and in reply to the clarification, the industry submitted that they will get it transferred to manufacturing of E-Waste from PSIEC before we get the consent to operate. The matter regarding manufacturing of E-Waste was discussed with the representative of the industry, where they informed that they will only dismantle the electronic waste and different goods such as metals, plastics and other equipment’s will be separated.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The PP has submitted registered lease deed executed between Sh. Sita Ram Mittal s/o Sh. Parhlad Mittal (Owner of the Plot) and Ms. Priyanka Aggarwal w/o Sh. Naresh Kumar Aggarwal (Proprietor of the proposed project).</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">•To verify the contents of the application, the proposed site was visited by AEE of this office on 18.02.2023 where Sh. Naresh Kumar Aggarwal (Representative of Industry) was available and it was observed as under:</span></p>

From this section fine dust will be generated and a bag house filter has been proposed to control the air emissions.</span></p>

<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black; mso-themecolor: text1;">The PP has proposed to generate hazardous waste of category 5.1 (waste oil) and 35.1 (dust collected from APCD) and same will be disposed to the authorized agencies / industries.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">From above it is clear that the site is meeting with general siting guidelines, hence the site is suitable for the establishment of such type of industry and proposal submitted by project proponent for the control of Water and Air pollution is principally adequate.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• It is therefore recommended that consent to establish (NOC) may be granted to the industry for the establishment of E-waste dismantling Unit @ 5 T/day at E-70, Industrial Focal Point, Mansa Road, Bathinda, subject to the usual conditions.</span></p>
