Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:-           Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2019/9668080 dated 29/04/2019 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2019/9617664 dated 29/04/2019, which are valid up to dated 30/06/2024 for Dyeing of finishing of all types wollen blankets @ 4500 Kgs/day by using Blankets, Woolen & Mixed Fabric @ 4500 Kgs/day as raw material and using Pet Coke/Coal @ 4 T/day, Pet Coke/Coal @ 0.5 T/day as fuel in its Boiler @ 4 TPH & thermopack @ 1000 U.           Now, the industry has applied for varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for change of fuel i.e. Pet Coke/Coal @ 4 T/day or Pellets/Bricks of BioFuel @ 5 TPD as an alternate fuel in its Boiler of capacity @ 4 TPH and Pet Coke/Coal @ 0.5 T/day or Pellets/Bricks of BioFuel @ 4 TPD as an alternate fuel in its thermopack of capacity @ 1000U. The industry has submitted CA Certificate, Compliance of the previous granted consent, copy of emission analysis report issued by Zonal Lab, Jalandhar vide no. 1646-48 dated 02/06/2022.           The industry was visited by officer of this office on 23/02/2023 and observed as under:- 1.    The industry is engaged in the process of dyeing of woolen and synthetic fabric and was in operation at the time of visit. 2.    The industry has installed an ETP, comprising screening chamber, equalization tank, USB, aeration tank, clarifier, PSF-ACF, treated water tank, onto land for plantation. 3.    The industry has developed a plantation around 1½ acres at Manawala and 500 sq.yards in the premises as per Karnal Technology. 4.    The industry has maintained the record of treated water discharge in terms of no. of tankers to the plantation area, which is around 110 KLD. 5.    The industry has installed a Boiler of capacity 4 TPH equipped with multi-cyclone followed by double stage alkaline wet scrubber. 6.    The industry has also installed a thermopac of capacity 1000 U equipped with multi-cyclone followed by Alkaline Wet Scrubber. 7.    Pet Coke/Coal @ 4 T/day and Pet Coke/Coal @ 0.5 T/day was being used as a fuel in its Boiler @ 4 TPH & thermopack @ 1000 U. 8.    The representative present at site told that they are seeking permission for using alternate fuel due to shortage of existing fuel in the market. They planned to use Pellets/Bricks of BioFuel @ 5 TPD as an alternate fuel in Boiler of capacity @ 4 TPH and Pellets/Bricks of BioFuel @ 4 TPD as an alternate fuel in thermopack of capacity @ 1000U. 9.    A common stack of height 30 mts. provided to the APCDs of the furnaces with adequate sampling arrangements. 10. The industry has installed a D.G. set of capacity 600 KVA, fitted with canopy.           Further, the representative of the industry told that Ministry of MICRO, SMALL AND MEDIUM ENTERPRISES (MSME) has published in the Gazette of India, Extraordinary vide notification no. S.O. 2119(E) dated 26/06/2020 in 1. (ii) “a small enterprise, where the investment in plant and machinery or equipment does not exceed ten crore rupees and turnover does not exceed fifty crore rupees” and claimed that his industry having cost of plant & machinery less than 10 crores and falls in small scale. However, as per policy of the Board, the industry having cost of plant & machinery less than 05 crore comes in small scale and industry having cost of plant & machinery from 05 crores to 10 crores falls in medium scale.           It is further intimated that the industry is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The industry falls in Red category in the medium scale sector as per policy of the Board and competency to decide the case lies with Chief Environmental Engineer of the Board.           Keeping in view of above, may if approved, the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30/06/2027 with suitable terms & conditions along with special condition that the industry will get analyzed its emission samples from Board’s Lab within 02 months.
