<h1>RECOMMENDATIONS:</h1>                     It is submitted that the industry has been granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FGS/2020/13400624 dated 28/09/2020, valid upto 30/09/2022 and consent to operate under Air Act, 1981 vide no. CTOA/Renewal/FGS/2022/19270263 dated 12/08/2022,valid upto 30/06/2023 for the manufacture of Processing of Fruits & Vegetable paste/Pulp @ 1000 Kg/day with suitable conditions.                   The industry had applied for renewal of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974. The industry was visited by this office and was  found manufacturing products for which consent has not been obtained from the Board, has submitted wrong facts, is found violating in the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.                   As directed by the competent authority the application of the industry was returned and Board has issued show cause notice vide no. 3353 dated 27/12/2022 for violation of the provisions of Water Act, 1974 and Air Act, 1981 to explain its position in writing before Senior Environmental Engineer, Zonal Office-2, Patiala within 15 days.                    The industry has submitted reply, addressed to Environmental Engineer, Zonal Office-2, Patiala, to the show cause notice vide its letter dated 16/01/2023 in which it has submitted as under: 1.    We purchase Tomato puree from market and use it in processing and packing Tomato Gravy. The raw material used in the manufacture of Oats beverage is Oats flakes which is a cereal. 2.     The flow meter had got damaged & indent for purchase of new flow meters had been raised. The new flow meters has been installed now. (Photo attached) 3.    Since the nature of the industry is seasonal due to the seasonal availability of raw materials therefore water consumption is also variable. The data shared is on average consumption basis. (Average Water Consumption is 9.5 KL/day) 4.    The factory runs depending upon availability of raw material & orders from clients & farmers. 5.    Photo of DG set with canopy is attached. D.G set was being serviced on the date of inspection. 6.    We are manufacturing all items based on Vegetables (Gravies, Sauces, RTE Foods,), Fruits (Glazed Fruit Cuts/Fruit Peel Cuts). Pulp (Fruit & vegetable based Ready to Drink Beverages) and Cereal grains/Pulses (Ready to drink Cereal based Beverages. Ready to Eat Cereal based foods) etc. as per 'CONSENT TO OPERATE' of water permission based on food category of FSSAI and no violation have been made.              The industry was guided to apply for obtaining consent to operate under the Air Act, 1981 alongwith deposition of consent fee for five years.                The industry has now re applied for obtaining varied consent to operate under Water Act, 1974 & Air Act, 1981 for manufacture of Glazed Fruits cuts @ 18.0 MTD, Production of Ready to drink Cereal based drink @ 7.50 MTD, Ready to drink Organic tea @ 7.50 MTD, Vegetables based Sauces/Curries/Gravies @ 12.0 MTD, Ready to eat Curried vegetables @ 14.0 MTD, Ready to use Fruit based Cocktail/Mixes @ 9.0 MTD, Ready to eat rice based products @ 14.0 from Fruit and vegetables Fruits & vegetables @ 30 MTD, Cereal Grains, Rice Oats @ 10 MTD, Fruits juice Concentrates @ 2.0 MTD, Fruit/Vegetables Puree @2.0 MTD, Spices & Condiments @ 1.0 MTD Tea Leaves/Coffee @ 1.0 MTD, Edible Oil @ 1.50 MTD, Additives (Colours, Flavors, Preservatives, acidity regulators etc.) @ 0.50 MTD, Salt @ 1.0 MTD, Sugar @ 6.0 MTD.                  The industry was again visited by the undersigned on 15/02/2023 and it was observed as under: 1.    The industry was not in operation and only packaging of items was in progress. 2.    There are 2 no. processing lines. The representative of the industry informed that the production of various materials is being done on job work, as per customer requirements. 3. It was observed that the industry is involved in manufacturing of Tomato gravy from tomato puree, Oat milk from Rolled oats, fresh water, Ice tea, Cocktail from Tea Leaves, Juices etc. 3. New flow meter on the submersible pump and at the outlet of ETP has been provided and record is being maintained. 4. The representative of the industry informed water is being used in the process to manufacture various products after RO in CIP, in Boiler and effluent from these sections is generated which is treated in ETP based on root zone technology. 5. The industry as provided septic tank for the treatment of domestic effluent. 6. The industry has developed about 1 acre land as per Karnal Technology and the land is adequate to take the trade effluent @ 1.0 KLD and domestic effluent load @ 1.0 KLD 7. The industry has installed one boiler of 1.5 Ton capacity and dust collector has been provided APCD. 8. The industry has installed 1 no. DG set of 125 KVA capacity and now acoustic enclosure has been provided.                   In view of the above, if approved, Senior Environmental Engineer, Zonal Office-2, Patiala may be recommended that: 1.    Varied consent to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for manufacturing of Glazed Fruits cuts @ 18.0 MTD, Ready to drink Cereal based drink @ 7.50 MTD, Ready to drink Organic tea @ 7.50 MTD, Vegetables based Sauces/Curries/Gravies @ 12.0 MTD, Ready to eat Curried vegetables @ 14.0 MTD, Ready to use Fruit based Cocktail/Mixes @ 9.0 MTD, Ready to eat rice based products @ 14.0  and for discharge of 1.0 KLD of treated trade effluent on to land for plantation and 1.0 KLD of treated domestic effluent on land for plantation upto 30/09/2027 with suitable conditions.   2.    Show cause notice issued to the industry may be filed.
