CTOW/Fresh/PTA/2021/14358069 dated 21/01/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PTA/2021/14358037 dated 21/01/2021, both were valid upto 30-09-2022 for service and repair of vehicles @ 15 number/day under orange category with certain conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif; background: white;">The industry has applied for renewal Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for service and washing of vehicles @ 15 number/day under orange category with requisite documents. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif; background: white;">As per record file, the industry has provided ETP consisting of oil & grease trap, bar screen, chemical dosing tank, flash mixer, tube settler and multi grade filter for treatment of effluent generating from washing. However, as per the granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974, the certificate was issued for service and repair of 15 no. vehicles/day <span style="mso-spacerun: yes;"> </span>with special condition that the consent is issued only for service and repair, for which CLU has been issued to the service station by Department of Town & Country Planning, Punjab.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span style="font-size: 11.5pt; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The industry is not complying with the conditions of the consents granted to it earlier under Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, has installed washing facility and has applied for service and washing of vehicles instead of service and repair of vehicles as permitted in the CLU. Thus violating, the zoning regulations as well as the provisions of the said Acts.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span style="font-size: 11.5pt; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">It was proposed to refuse the consent applied under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, after affording an opportunity of show cause.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 11.75pt;"><span style="font-size: 11.5pt; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;"><span style="mso-tab-count: 2;"> </span>The matter was considered by the Competent Authority and the industry was issued show cause notice for refusal of the consent to operate applied under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 vide Board's letter no. 1039-40 dated 09.02.2023. </span></p>

<p class="MsoNormal" style="margin-bottom: 10.0pt; text-align: justify; line-height: 115%;"><span style="font-size: 11.0pt; line-height: 115%; mso-bidi-font-family: Raavi;">"</span><span lang="PA" style="font-size: 11.0pt; line-height: 115%;">ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਸਾਈਟ ਦਾ ਸੀ.ਐਲ.ਯੂ. ਇਸ ਦਫਤਰ ਦੇ ਪੱਤਰ ਨੰ: 3806 ਮਿਤੀ 19.12.2017 ਰਾਹੀਂ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਸੀ। ਆਪ ਦੀ ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ, ਪਟਿਆਲਾ ਦੇ ਮਿਕਸ਼ਡ ਲੈਂਡ ਯੂਜ਼ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੋਣ ਕਾਰਨ ਕਮਰਸ਼ੀਅਲ/ਵਰਕਸ਼ਾਪ ਕੇਵਲ ਸਰਵਿਸ ਅਤੇ ਰਿਪੇਅਰ ਲਈ 0.7428 ਏਕੜ ਲਈ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਸੀ। ਆਪ ਵੱਲੋ ਹਵਾਲੇ ਤਹਿਤ ਇਸ ਦਫਤਰ ਵਿੱਚ ਦਿੱਤੀ ਗਈ ਪ੍ਰਤੀ ਬੇਨਤੀ ਅਨੁਸਾਰ ਸੀ.ਐਲ.ਯੂ. ਪੱਤਰ ਵਿੱਚ ਵਾਸਿੰਗ ਦਾ ਕੰਮ ਵੀ ਸ਼ਾਮਿਲ ਕਰਨ ਸਬੰਧੀ ਲਿਖਿਆ ਗਿਆ ਹੈ। ਵਿਭਾਗ ਵੱਲੋਂ ਜਾਰੀ ਯੂਨੀਫਾਈਡ ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨਜ ਅਨੁਸਾਰ ਮਿਕਸ ਲੈਂਡ ਯੂਜ਼ ਵਿੱਚ ਲਾਈਟ ਮੋਟਰ ਵਹੀਕਲਜ ਆਟੋਮੋਬਾਈਲ ਸ਼ੌਰੂਮ ਅਤੇ ਵਰਕਸ਼ਾਪ (</span><span style="font-size: 11.0pt; line-height: 115%;">including painting & washing) <span lang="PA">ਇਸ ਸ਼ਰਤ ਤੇ ਆਗਿਆ ਯੋਗ ਹੈ ਕਿ ਇਸ ਸਬੰਧੀ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਤੋ ਲੋੜੀਦਾ ਐਨ.ਓ.ਸੀ. ਪ੍ਰਾਪਤ ਕਰਕੇ ਪੇਸ਼ ਕਰੋਗੇ।</span></span><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">"</span></p>
