<p class="MsoListParagraph" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify;"><span style="mso-spacerun: yes;"> </span>The industry is a small scale red category unit engaged in manufacturing of lead oxide @ 20 MTD by installing two lead melting furnaces and one ball mill. Earlier the industry was in operation in name and style of Sh. Nirmal Singh S/o Sh. Surain Singh, Hargobind Nagar, B/s Sant Brass, Jalandhar. The industry was visited by officer on 05.08.2021 and found not complying and thereafter, directions u/s 31-A of Air Act, 1981 were issued against the industry for closure of unit and Regional Office-1, Jalandhar was directed to seal the machinery of the industry. It was also decided by Competent Authority that case be forwarded to Chairman of the Board for getting orders for imposition of Environmental Compensation, being a fit case and the Committee constituted by the Board vide office order no. 260 dated 10.08.2022 shall calculate/ evaluate the Environmental Compensation to be imposed on the industry.</p>
<p class="MsoBodyText" style="margin-top: 0cm;"><span style="mso-spacerun: yes;"> </span>Now, Regional Office has reported that the industry has applied for fresh consent under Water Act 1974 and Air Act, 1981. As per agenda note, the industry was visited by officer on 06.12.2022 and during visit, the ball mill and both the lead melting furnaces and D.G set without canopy were sealed in compliance to directions issued. The electric connection of the industry was disconnected by PSPCL Authorities vide no. 018/94 dated 22.02.2023. The industry has submitted electricity bill as proof of date of commissioning i.e 19.11.1995. Moreover, the industry has also submitted in writing that the electricity connection was running since 1995 in the name of land but they have established their unit in 2022. As such the unit is established much before than the notification of Master Plan, Jalandhar. <span style="mso-spacerun: yes;"> </span></p>
<p class="MsoBodyText" style="margin-top: 0cm; line-height: 115%;"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>The industry was visited by officer on 23.02.2023 and reported that that the industry was not in operation. The industry has installed 02 no. lead melting furnaces alongwith ball mill for manufacturing lead oxide with Cyclone followed by bag filter followed by water sprinkling system as APCD and the same were lying sealed during the visit. One D.G set was also lying sealed in the premises. There is no source of generation of trade effluent. Domestic effluent is being discharged into sewer. The industry has submitted building plan approved from Director of Factories, Punjab. The industry has not submitted area classification certificate from competent authority.</p>
<p class="MsoBodyText" style="margin-top: 0cm; line-height: 115%;"><span style="mso-spacerun: yes;"> </span>Keeping in view of report of RO, it is recommended that consent under the Water Act, 1974 may be granted to the industry for six months with suitable <span style="color: black;">conditions and special conditions that:-</span></p>

<p class="MsoBodyText" style="text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo1; margin: 0cm 7.1pt .0001pt 36.0pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black;">The industry shall not discharge any industrial / trade effluent into sewer or drain.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 36.0pt;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">3)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall ensure that hazardous wastes of all categories are collected properly & disposed off to the authorized companies and shall maintain all the records as per provisions of HWM Rules.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 36.0pt;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">4)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 36.0pt;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">5)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 36.0pt;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">6)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 36.0pt;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">7)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. </span>(Competency:- SEE-J)</p> |
