<p class="MsoBodyText" style="margin-top: 0cm; text-align: justify;">The industry is a small scale orange category and was granted CTOs valid upto 31.09.2026 for cupola furnace. Now, the industry has applied for varied consents by adding induction furnace of capacity 0.3 TPH. The industry has submitted a certificate from Director of Factories, S.A.S. Nagar, Punjab vide no. <span lang="AR-SA" style="font-family: 'Raavi','sans-serif'; mso-ascii-font-family: Arial; mso-hansi-font-family: Arial;">рибрил/</span>SAC/2023/ dated 09.02.2023 in which it has been stated that the induction furnace having capacity 300 kg or less is exempted from SAC clearance. The industry has submitted certificate from DTP, Kapurthala vide no. 1046 dated 15.09.2022 as per which the industry is existing unit and it has been operation since 1980. The site of the industry lies outside the limits of Master Plan 2009-2031 and outside the limits of Nagar Council, Phagwara. The site falls in Local Planning area of Goraya, the Master Plan of which is under preparation and has not been finalized. Further, the site is likely to come under mix land use area.</p>
<p class="MsoBodyText" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>As per agenda note the industry was visited by AEE on 16.02.2023 and reported that the industry has installed 1 electric induction furnace with bag house filter as per the PSPCT design and adequate stack height but same was not in operation. The industry has installed one cupola furnace (coal fired) with water scrubber designed by PSCST, Chandigarh as APCD and adequate stack height. The industry has installed one shot blasting machine with inbuilt bag house filter adequate stack height. The industry has installed 1 no. DG set of capacity 60 KVA with canopy.</p>
<p class="MsoBodyText" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span> Keeping in view of report of RO, it is recommended that varied consent to operate under the Air Act, 1981 may be granted to the industry upto 30.09.2027 with suitable conditions and special conditions that:-</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall abide by the zoning regulations of its corresponding Master Plan after its approval and shall shift its unit if required as per provisions of the approved Master Plan (for Goraya).</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The date of validity of consents shall automatically coincide with the date of permission of operation given to the industry at its present location after the finalization of the Master Plan (for Goraya) and its provisions.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall appoint dedicated staff for operation / maintenance of APCD / collection system, within one month.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall implement the Standard Operating Procedures (SOPs) prepared by Punjab State Council for Science & Technology for APCD in toto so as to achieve the prescribed standards on a regular basis.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall get its stack emissions sample analyzed from Board’s lab and submit analysis results within one month.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall obtain necessary clearance for abstraction of groundwater from the authorities concerned as notified by the Central Ground Water Authority.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not use any un-authorized fuel and shall use fuel only for which consent is granted by the Board.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall ensure that hazardous wastes of all categories are collected properly & disposed off to the authorized companies by executing agreements and shall maintain all the records as per provisions of the HWM Rules.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.</p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt;">The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.</span></p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">11.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt;">The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.</span></p>
<p class="MsoBodyText" style="margin-left: 78pt; text-indent: -1cm; text-align: justify;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">12.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt;">The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. </span>Competency – Senior Environmental Engineer</p> |
