File Note: <p style="text-align: justify;">The agenda note/ report and recommendations of AEE/ EE may be perused.</p> <p style="text-align: justify;">It is intimated that the industry is small scale red category dyeing unit. As per the GNE report the industry has installed machinery for 400 KLD and 323 KLD tentative shares as per PDA letter dated 22.07.2022.</p> <p style="text-align: justify;">1 machine of capacity 300 kg was sealed due to excess discharge and the industry was granted Consent to Operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2022/19948398 dated 26.10.2022 valid upto 25.01.2023 for Dyeing of Knitted Fabrics @ 12 T/day with discharge of trade effluent @ 322 KLD &amp; domestic effluent @ 1 KLD into the dedicated conveyance system leading to CETP of capacity 50 MLD located at Tajpur Road, Ludhiana with conditions mentioned therein.</p> <p style="text-align: justify;">Thereafter, the industry was visited by AEE of RO on 01.12.2022 and observed that the industry has removed the seals of 01 soft flow of 300 Kg at its own and same was in operation during visit. As such, directions u/s 33-A of the Water (Prevention &amp; Control of Pollution) Act, 1974 were issued to the PSPCL authorities to disconnect the electricity supply of the industry for its closure. The PSPCL authorities vide TDCO no 105/298 dated 21.02.2023 has disconnect the electricity supply of the industry.</p> <p style="text-align: justify;">Now, the industry has applied for &lsquo;Consent to Operate&rsquo; under the Water (Prevention &amp; Control of Pollution) Act 1974 through OCMMS&nbsp;for Dyeing of Knitted Fabrics @ 12 TPD with discharge of trade effluent @ 322 KLD &amp; domestic effluent @ 1 KLD into CETP 50 MLD conveyance system.&nbsp;&nbsp;The industry has also requested to restore its electric connection. The industry has submitted that the seal was broken due to the negligence of the labor. The industry has assured in writting to comply with the directions in future.</p> <p style="text-align: justify;">&nbsp;The industry had already deposited Rs. 2200/- vide online receipt no. 597134273 dated 21.02.2023 under Water Act, 1974, which is adequate upto 31.03.2025.</p> <p style="text-align: justify;">The industry was visited by AEE of RO on 22.02.2023 and it was observed as under:-</p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry was not in operation during visit and its electric connection was found disconnected from the pole.</p> <p style="text-align: justify;">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry also submitted the copy of the TDCO no 105/298 dated 21.02.2023 regarding disconnection of the electric supply of the industry.</p> <p style="text-align: justify;">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry has installed 07 soft flow machines (500 Kg X 1, 400Kg X1, 350Kg X2, 300Kg X1, 250Kg X2) in its premises.</p> <p style="text-align: justify;">4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The untreated effluent is arrange to be discharged into conveyance system of CETP 50 MLD.</p> <p style="text-align: justify;">&nbsp;In view of above, it is recommended that:</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Directions u/s 33-A of the Water (Prevention &amp; Control of Pollution) Act, 1974 be issued to PSPCL authorities to restore the electric connection of the industry temporarily for six month and to seal the 01 dyeing machines of capacity 300 Kg.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 may be considered for grant of six month for the discharge of trade effluent &amp; domestic effluent maximum @ 323 KLD as per CETP shares granted to it, into conveyance system of CETP 50 MLD with same terms and conditions and with special condition that the industry shall renew its rent deed before it expiry.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Suitable amount of Environmental Compensation be imposed on the industry due to de-sealing of its dyeing machinery at its own.</p> <p style="text-align: justify;">Competency :</p> <p style="text-align: justify;">Consent: SEE (ZO)</p> <p style="text-align: justify;">Directions : Hon&rsquo;ble Chairman of the Board</p> <p style="text-align: justify;">&nbsp;</p>
