CTOW/Fresh/BTI/2022/18988827 & CTOA/Fresh/BTI/2022/18988707 dt. 15.07.2022 valid upto 14.01.2023, respectively for operation of hot mix plant to premix @ 60 TPH, subject to<span style="letter-spacing: .05pt;"> </span>conditions mentioned therein along with special conditions that-</span></span></p>

Admn./SA2/F.No.178/99/03 dt. 26.04.99 for hot mix plant.</span></p>

<p class="TableParagraph" style="text-align: justify; text-indent: -32.4pt; mso-list: l4 level1 lfo1; margin: 0cm 4.05pt .0001pt 14.2pt;"><!-- [if !supportLists]--><span lang="EN-US" style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">Earlier, directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 were issued to the industry for its closure vide Zonal Office letter no. 915 dated 25.02.2022. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 were also issued to the PSPCL authorities vide Boards letter no. 917-918 dated 25.02.2022 to disconnect the supply of electricity available to the subject cited hot mix plant / premises with immediate effect. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 were also issued to the Chief Engineer (NH), PWD B&R, Patiala vide Board’s letter no. 921 dated 25.02.2022 that the authorities concerned shall not allot any works / cancel already allotted work to the subject cited hot mix plant till it obtains consents to operate of the Board under the provisions of Water Act, 1974 and Air Act, 1981. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 were also issued to the Executive Engineer (Civil), Punjab Mandi Board, Bathinda vide Board’s letter no. 947 dated 28.02.2022 that the authorities concerned shall not allot any works / cancel already allotted work to the subject cited hot mix plant till it obtains consents to operate of the Board under the provisions of Water Act, 1974 and Air Act, 1981.</span></p>

<p class="MsoNormal" style="margin-left: 14.2pt; text-align: justify; text-indent: -37.8pt; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-US" style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">Earlier, the HMP has deposited the consent fee of Rs. 30,400/- through online (Rs. 18250/- vide no. 961790817 dated 30.07.2021 + Rs. 12150/- vide no. 306679113 dated 12.07.2021) including penalty fee, which is adequate upto 30.09.2032 under the Water Act, 1974 and Rs. 22,100/- through online vide no. 837387186 dated 29.07.2021 including penalty fee, which is adequate upto 30.09.2028 under the Air Act, 1981, against fixed assets of Rs. 24.29 lacs as per the CA certificate.</span></p>

<p class="MsoNormal" style="margin-left: 50.6pt; text-align: justify; text-indent: -27.15pt; mso-list: l0 level2 lfo2;"><!-- [if !supportLists]--><em><span lang="EN-US" style="letter-spacing: -.45pt; mso-font-width: 95%;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em><!--[endif]--><span lang="EN-US">The hot mix plant has not electric connection except with the chowkidar quarter (Single Phase), which was in-tact.</span></p>
<p class="MsoNormal" style="margin-left: 50.6pt; text-align: justify; text-indent: -27.15pt; mso-list: l0 level2 lfo2;"><!-- [if !supportLists]--><em><span lang="EN-US" style="letter-spacing: -.45pt; mso-font-width: 95%;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em><!--[endif]--><span lang="EN-US">The hot mix plant has installed dust collector followed by wet scrubber with re- circulation system as APCD to contain the emissions from rotary drum and same was found in line and in operation-able condition.</span></p>
<p class="MsoNormal" style="margin-left: 50.6pt; text-align: justify; text-indent: -27.15pt; mso-list: l0 level2 lfo2;"><!-- [if !supportLists]--><em><span lang="EN-US" style="letter-spacing: -.45pt; mso-font-width: 95%;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em><!--[endif]--><span lang="EN-US">The hot mix plant has provided stack of adequate height with the wet scrubber alongwith adequate sampling facility to collect the emission sample.</span></p>
<p class="MsoNormal" style="margin-left: 50.6pt; text-align: justify; text-indent: -27.15pt; mso-list: l0 level2 lfo2;"><!-- [if !supportLists]--><em><span lang="EN-US" style="letter-spacing: -.45pt; mso-font-width: 95%;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em><!--[endif]--><span lang="EN-US">The DG set of capacity 125 KVA has been made sound proof by installing it in acoustic room.</span></p>

<p class="MsoNormal" style="margin-left: 50.6pt; text-align: justify; text-indent: -27.15pt; mso-list: l0 level2 lfo2;"><!-- [if !supportLists]--><em><span lang="EN-US" style="letter-spacing: -.45pt; mso-font-width: 95%;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em><!--[endif]--><span lang="EN-US">The hot mix plant has stabilized the vehicular movement area, within its premises.</span></p>
<p class="MsoNormal" style="margin-left: 50.6pt; text-align: justify; text-indent: -27.15pt; mso-list: l0 level2 lfo2;"><!-- [if !supportLists]--><em><span lang="EN-US" style="letter-spacing: -.45pt; mso-font-width: 95%;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em><!--[endif]--><span lang="EN-US">The hot mix plant has provided septic tank for treatment of its domestic effluent.</span></p>
<p class="MsoNormal" style="margin-left: 41.5pt; text-align: justify; text-indent: -37.8pt; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-US" style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">From above, it is clear that hot mix plant is complying with the provisions of the Water Act, 1974 & Air Act, 1981 and code of practice prescribed for such industries.</span></p>
<p class="MsoNormal" style="text-align: justify;"><strong style="mso-bidi-font-weight: normal;"><em style="mso-bidi-font-style: normal;"><span lang="EN-US">Recommendations: -</span></em></strong></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">Keeping in view of above, it is recommended that-</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18.0pt; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">Consents to operate under the Water Act, 1974 and Air Act,<span style="letter-spacing: .05pt;"> </span>1981 may be granted to the industry for six months for the operation of hot mix plant to premix @ 60 TPH, with suitable conditions along with condition that the HMP will inform the Board one month before of its operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">Directions may also be issued to the PSPCL authorities to continue the electric supply for further six months on temporary basis.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18.0pt; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">Directions may also be issued to the Chief Engineer (NH), PWD B&R, Patiala and Executive Engineer (Civil), Punjab Mandi Board, Bathinda to allot the works / continue the already allotted work to HMP for six months.</span></p>
