<p>Sir,</p>
<p>It is submitted that:-</p>
<p>i)<span style="white-space: pre;"> </span>The industry has provided a separate enclosure of size 50’ x 30’ x 18’ for handling of boiler ash with an arrangement of water sprinkling. However, during visit only raw rice was being manufactured. As such, the boiler was not in operation during the visit and no boiler ash was being generated. The representative of the industry informed that the boiler ash will be lifted to the farmers through covered trolleys.</p>
<p>ii)<span style="white-space: pre;"> </span>The competency to decide the case lies with Environmental Engineer, Regional Office, Faridkot.</p>
<p>iii)<span style="white-space: pre;"> </span>The representative of the industry has requested that they have installed steamed rice / raw rice units for production of steamed rice / raw rice @ 7 TPH as earlier submitted in an undertaking while obtaining consent to establish from the Board.</p>
<p>-<span style="white-space: pre;"> </span>total sorted rice @ 11 TPH (including existing capacity) and the industry has clerical mistake in the application and filled Raw rice @ 7TPH or Steamed Rice @ 6 TPH.</p>
<p>-<span style="white-space: pre;"> </span>Please read it as steamed rice / raw rice @ 7 TPH total sorted rice @ 11 TPH (including existing capacity).</p>
<p>iv)<span style="white-space: pre;"> </span>In this regard, it is submitted that vide CPCB's document on revised categorization dated 29.02.2016, parboiled rice mills having waste water generation< 100 KLD and fuel consumption <12 TPD, pollution index score is 6 (i.e. W1= 25, W2= 0, W=25, A1= 20 A2=0, A=20, H=0) and are accordingly under orange category. However, if fuel consumption is >12 TPD, then pollution index= 62.5 i.e. red category and if waste water generation >100 NLD, then pollution index comes out to be 68.5 i.e. red category and if both, then pollution index comes out to be 75 i.e. red category again. Accordingly, the Board vide its order dated 29.09.2016 categorized parboiled rice mills as above in orange and red categories respectively. </p>
<p> </p>
<p>Now, the subject cited unit doesn't involve parboiling of paddy/rice. Paddy is given steam for cooking of rice. Accordingly, waste water as generated from parboiling is not generated during steaming of paddy/rice. Therefore, W1 decreases from 25 to 12 (boiler blow down only) and even if the consumption of rice husk as fuel in boiler furnace is between 12 TPD and 24 TPD OR more than 24 TPD, ie. A2= 5 OR 10, the pollution index comes out to be 46.25 OR 52.5 (W1=12, W2=0, W=12, A1=20, A2= 5 OR 10, A = 25 OR 30, H=0) i.e. Orange category. </p>

<p>Therefore, in my opinion, the subject cited industry may be categorized/granted consent to operate under the Orange category at this stage as per reason mentioned above. However, even if the industry is categorized under red category in future as per Board, the industry is bound to deposit balance consent fee under the Acts to the Board and the same would be got deposited from the industry at personal level. Further, the industry has obtained CTE expansion for manufacturing of steamed rice / raw rice under orange category. </p>
<p> </p>
<p>•<span style="white-space: pre;"> </span>It is pertinent to mention here that the industry has not installed water supplying pipelines with handies. As such, the industry will not be manufacturing saila rice. </p>
<p>Submitted as earlier proposed for grant of consent to operate with additional condition that :</p>
<p> </p>
<p>1)<span style="white-space: pre;"> </span>The industry shall not manufacture saila rice.</p>
<p>2)<span style="white-space: pre;"> </span>The industry is bound to deposit additional consent fee under the Acts to the Board in case of change in categorization of the industry.</p> |
