<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; margin: 0cm 0cm .0001pt 35.45pt;"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>The industry is a large scale red category unit engaged in manufacturing of printing & writing paper, specialty papers, soap covers and disposable cup papers. The industry was granted consent under the Water Act, 1974 valid upto 31.03.2023 with trade effluent @ 17000 KLD to be treated in ETP and disposal onto land for plantation @ 110 acres within the premises and 2050 acres in the nearby villages for irrigation and domestic effluent @ 114 KLD to be passed through septic tanks followed by ETP and to be discharged onto land for plantation / irrigation.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; margin: 0cm 0cm .0001pt 35.45pt;"><span style="mso-spacerun: yes;"> </span>The industry was given personal hearing before Chairman of the Board on 04/10/2022 for revocation of authorization granted under the Hazardous & other Wastes Rules, 2016 wherein, it was decided as under:-</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -1.0cm; line-height: normal; mso-list: l0 level2 lfo1; background: white; margin: 0cm 0cm .0001pt 3.0cm;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall install 2 no. board machines by 31.12.2022 and rest of the board machines by 31.03.2023.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -1.0cm; line-height: normal; mso-list: l0 level2 lfo1; background: white; margin: 0cm 0cm .0001pt 3.0cm;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not give process sludge (category 32.3) to any Board mill not having Actual User Certificate of the Board under the Hazardous and Other Wastes Rules, 2016.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -1.0cm; line-height: normal; mso-list: l0 level2 lfo1; background: white; margin: 0cm 0cm .0001pt 3.0cm;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall carry out activities for environmental improvements amounting to Rs. 10 lacs from the funds kept under CER Head by the industry in and around the area of the industry within 30-days.</p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; margin: 0cm 0cm .0001pt 35.45pt;"><span style="mso-spacerun: yes;"> </span>The industry has now applied for renewal of consent under the Water Act, 1974. As per agenda note, the industry has installed ETP for treatment of trade effluent generated from processes. The wastewater sample from outlet of ETP were collected and various parameters are found within permissible limits. The industry has installed OCEMS at final outlet of ETP for parameters pH, TSS, BOD, COD and was in operation. The industry has now installed 06 no Board mills for utilization of ETP sludge and 02 no Board mills are under installation. The industry has agreed to carry out activities for environmental improvements amounting Rs. 10 lacs from the funds kept under CER Head by the industry in and around the area of the industry as per the satisfaction of the Board. The indicative list is under preparation by Regional Office.</p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; margin: 0cm 0cm .0001pt 35.45pt;"><span style="mso-spacerun: yes;"> </span>In view of above, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry with suitable conditions and special conditions that:-</p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 2.0cm;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall carry out activities for environmental improvements amounting to Rs. 10 lacs from the funds kept under CER Head by the industry in and around the area of the industry, as per indicative list prepared by the Board within 30-days.</p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 2.0cm;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall ensure that hazardous wastes of all categories are collected properly & disposed off to the authorized companies and shall maintain all the records as per provisions of HWM Rules.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 2.0cm;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">3)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 2.0cm;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">4)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 2.0cm;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">5)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 2.0cm;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">6)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%;">The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. </span><span style="mso-spacerun: yes;"> </span>(Competency:- Chairman of the Board).</p> |
