<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>The industry is a large scale red category unit engaged in manufacturing of printing & writing paper, specialty papers, soap covers and disposable cup papers and was granted consent under Air Act, 1981 valid upto 31.03.23.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>The industry was given personal hearing before Chairman of the Board on 04/10/2022 for revocation of authorization granted under the Hazardous & other Wastes Rules, 2016 wherein, it was decided as under:-</p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0cm 0cm 0.0001pt 2cm; text-indent: -21.3pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall install 2 no. board machines by 31.12.2022 and rest of the board machines by 31.03.2023.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0.0001pt 2cm; text-indent: -21.3pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not give process sludge (category 32.3) to any Board mill not having Actual User Certificate of the Board under the Hazardous and Other Wastes Rules, 2016.</p>
<p class="MsoListParagraphCxSpLast" style="margin: 0cm 0cm 0.0001pt 2cm; text-indent: -21.3pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall carry out activities for environmental improvements amounting to Rs. 10 lacs from the funds kept under CER Head by the industry in and around the area of the industry within 30-days.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>The industry has now applied for renewal of consent under the Air Act, 1981. As per agenda note, the industry has installed Boiler of capacity 130 TPH, using coal & rice husk @ 493 TPD, equipped with ESP, boiler of capacity 60 TPH, using rice husk @ 195 TPD, equipped with ESP, boiler of capacity 65 TPH, using Bio-mass @ 500 TPD, equipped with ESP and <span style="mso-spacerun: yes;"> </span>Recovery boiler of capacity <span style="mso-spacerun: yes;"> </span>21 TPH, using Bio-mass @ 230 TPD, equipped with ESP and stack of 70 mtrs from ground level.The air emission samples were collected from the stack of boilers of 130 TPH, 60 TPH and a Recovery<span style="mso-spacerun: yes;"> </span>boiler of capacity 60 TPH and as per <span style="mso-spacerun: yes;"> </span>analysis results, SPM is 34 mg/Nm3, 52 mg/Nm3 and 44 mg/Nm3 @ 12%CO2, respectively, which are within permissible limits.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>The industry has not made adequate arrangements for control of pollution in various sections i.e. coal handling plant, raw material storage, chrome recovery plant, re-causticizing plant, <span style="mso-spacerun: yes;"> </span>CLO<sub>2</sub> plant, digester feeding system, old blow tank, new blow tank, agro & wood waste streams and <span style="mso-spacerun: yes;"> </span>starch godown area. The industry has established new chemical recovery plant, however, same is commissioned & operated without consent to operate of the Board. <span style="mso-spacerun: yes;"> </span>The industry is not having passbook as it has not obtained AUC till date. The industry is using plastic film in the packaging and hence required to obtain registration under Plastic Waste Management Rules, 2016.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>In view of above, it is recommended that show cause notice for refusal of consent of operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be issued to the industry with hearing before Chairman of the Board, please.</p> |
