<p class="MsoNormal" style="margin-left: 54pt; text-indent: -18pt; background: white; text-align: justify;"><span style="font-size: 11.0pt; line-height: 115%;">The industry is small scale orange category induction furnace unit and was granted consents both valid upto 30.06.2021 for manufacturing of<span style="mso-spacerun: yes;"> </span>M.S Ingot and Castings @50 MTD for induction furnace of 4.5 TPH capacity. Thereafter, the industry was granted Consent to Establish (NOC) for Expansion valid upto 26.01.2022 for manufacturing of M.S ingot and casting @ 40 MTD, Ingot Brass/Aluminum/Gunmetal @ 9.5 MTD, M.S round/bar/flat/square/tmt forged material etc. @ 10 TPH <span style="mso-spacerun: yes;"> </span>M.S. ingot @ 10 TPH and Brass/Aluminum/Gunmetal Scarp @ 10 MTD for installing one Reheating furnace for rolling mill with installation of proposed APCD i.e cyclone followed by wet scrubber as APCD as per design of Punjab State Council for Science & Technology, Chandigarh.</span></p>
<p class="MsoNormal" style="margin-left: 54pt; text-indent: -18pt; background: white; text-align: justify;"><span style="font-size: 11.0pt; line-height: 115%;"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>Now the industry has applied for varied consent under Water Act 1974 and Air Act, 1981 through OCMMS. As per agenda note, the industry was visited on 16.02.2023 and observed that the industry was in operation during visit. The industry has installed one induction furnace of capacity @ 4.5 T/heat with bag filter house as APCD with adequate stack height as per design of Punjab State Council for Science & Technology vide letter No. 1010 dated 17.02.2020. The industry has installed one reheating furnace with rolling mills with installation of APCD i.e cyclone followed by wet scrubber as APCD as per design of Punjab State Council for Science & Technology, Chandigarh vide no. PSCST/TED/22 dated 25.04.2022. There is no source of generation of trade effluent. The industry is discharging their domestic effluent onto land for plantation after passing through septic tank and has made arrangement for the re-circulation of entire cooling water. The industry has submitted approved building plan from Director of Factories, Punjab.</span></p>
<p class="MsoListParagraph" style="margin-bottom: 0.0001pt; background: white; text-align: justify;"><span style="font-size: 11.0pt; line-height: 115%;"><span style="mso-spacerun: yes;"> </span>Keeping in view of report of RO, it is recommended that varied consent to operate under Air Act, 1981 may be granted to the industry upto 30.06.2026 with suitable conditions and special conditions that:-</span> </p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall appoint dedicated staff for operation / maintenance of APCD / collection system, within one month.</p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall implement the Standard Operating Procedures (SOPs) prepared by Punjab State Council for Science & Technology for APCD in toto so as to achieve the prescribed standards on a regular basis.</p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall get its stack emissions sample analyzed from Board’s lab and submit analysis results within one month.</p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall obtain necessary clearance for abstraction of groundwater from the authorities concerned as notified by the Central Ground Water Authority.</p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not use any un-authorized fuel and shall use fuel only for which consent is granted by the Board.</p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall ensure that hazardous wastes of all categories are collected properly & disposed off to the authorized companies by executing agreements and shall maintain all the records as per provisions of the HWM Rules.</p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.</p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt;">The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.</span></p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt;">The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.</span></p>
<p class="MsoBodyText" style="margin-left: 114pt; text-indent: -60pt; text-align: justify;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt;">The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. </span><span style="font-family: arial, helvetica, sans-serif;">Competency – Senior Environmental Engineer</span></p> |
