File Note: <p style="text-align: justify;"><span lang="EN-US">RO has reported as under:-</span></p> <p style="text-align: justify;"><span lang="EN-US">A)&nbsp;&nbsp;</span><span lang="EN-US">The industry is a Grain Based Distillery Unit and has obtained consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 for the production of ETHYL ALCOHOL/ ENA/RS/IMPURE @ 125 Kilo Liters/Day IMFL/COUNTRY LIQUOR @ 90 Kilo Liters/Day, which was valid upto 31/03/2022.</span></p> <p style="text-align: justify;"><span lang="EN-US">B)&nbsp;&nbsp;</span><span lang="EN-US">Thereafter, Consent to Establish (NOC) for expansion was granted to the industry vide no. CTE/Exp/PKT/2021/14615723 dtd 12/03/2021 for increasing production capacity of the Distillery Unit from 125 KLPD to 200 KLPD. The industry has also been granted Environmental Clearance from the MoEF &amp; CC for expansion of the Distillery Unit from 125 KLPD to 200 KLPD and for co-generation plant from 3 MW to 9 MW along with certain conditions.&nbsp;</span></p> <p style="text-align: justify;"><span lang="EN-US">C)&nbsp;&nbsp;</span><span lang="EN-US">Thereafter, varied consents to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 were granted, which were valid upto 31/03/2023 for the production of Fuel Ethanol (Biofuel) ENA/RS/Impure @ 200Metric Tonnes/Day, IMFL/Country Liquor @ 144 Metric Tonnes/Day.</span></p> <p style="text-align: justify;"><span lang="EN-US">D)&nbsp;&nbsp;</span><span lang="EN-US">The industry has now applied for obtaining renewal consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 for the production of Fuel Ethanol (Biofuel) ENA/RS/Impure @ 200Metric Tonnes/Day, IMFL/Country Liquor @ 144 Metric Tonnes/Day.</span></p> <p style="text-align: justify;"><span lang="EN-US">E)&nbsp;&nbsp;</span><span lang="EN-US">The industry has deposited Rs. 2,82,500/- each vide UTR No. 956041243 &amp; 682408977 dated 03/02/2023 as consent to operate fee under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 including Rs. 500/- as form downloading fee respectively against gross value of fixed assets of Rs. 25486.24/- Lacs as on 31/12/2022 as per value of C.A. certificate submitted by the industry and same are adequate upto 31/03/2024 under both Acts.&nbsp;</span></p> <p style="text-align: justify;"><span lang="EN-US">F)&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">It is brought out here that earlier, the industry had submitted request dated 17/06/2022 admitting that the existing plant for which the consent to operate was obtained for 200 KLPD is capable of production of product @ 165 KLPD only. The production capacity of the said plant was audited by the industry from M/s Vasantdada Sugar Institute on 11/04/2022 and vide their report dated 10/06/2022, it has been inferenced that as per the data for raw material consumption, total alcohol production as well as DDGS produced for last three months, the Distillery was operational at the production capacity of 162-165 KLPD and it has been further intimated that to produce total capacity of 200 KLPD of alcohol, the industry needs to install a new plant of capacity 35 KLPD. In addition to above, it is intimated that the industry has also submitted letter dated 11/05/2022 from the Office of Excise Commissioner, Department of Excise and Taxation, Punjab intimating that the existing plant capacity is 165 KLPD and it needs to expand its unit for 35 KLPD capacity so as to achieve the total capacity of 200 KLPD. Further, the industry in its request has submitted that the installation work w.r.t modification of Distillation Plant to achieve 200 KLPD capacity has been started. The matter was moved through enoting no. &nbsp;19091927</span>. &nbsp;</p> <p style="text-align: justify;"><span lang="EN-US">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">&nbsp;The industry was visited by SEE, ZO, ASR; EE, RO, Batala &amp; AEE&nbsp; on 23/02/2023 and observed as under:-</span></p> <p style="text-align: justify;"><span lang="EN-US">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The above industry M/s Pioneer Industries is having its 02 nos. Divisions within the same boundary i.e. Distillery Division &amp; Gluten Division.</span></p> <p style="text-align: justify;"><span lang="EN-US">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The industry was in operation.</span></p> <p style="text-align: justify;"><span lang="EN-US">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The industry has installed the machinery for the expanded unit of 200 KLPD and has installed the boiler of capacity 50 TPH for the increased requirement of steam. However, as brought above the unit is only operating upto the capacity 165 KLPD as the machinery installed after NOC has not reached the intended capacity of 200 KLPD.</span></p> <p style="text-align: justify;"><span lang="EN-US">4.&nbsp; &nbsp;&nbsp;</span><span lang="EN-US">The spent wash generated from the distillation process is sent to decantor for the recovery of</span></p> <p style="text-align: justify;"><span lang="EN-US">solids. The thin slop generated after decanting is sent to MEE for concentration of solids. The MEE concentrate (syrup) is sent to process for mixing with the wet cake and the mixed semi solid will be sent to dryer for the production of DDGS. Therefore, no effluent is generated from the MEE concentrate line. The MEE condensate is partially sent to process and partially to CPU for treatment based on anaerobic and aerobic treatment. The treated effluent after CPU is utilized in the cooling tower. Thus the industry based on ZLD system.</span></p> <p style="text-align: justify;"><span lang="EN-US">5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The industry has installed flow meters at the spent wash outlet leading to decantor, MEE concentrate to dryer line and MEE condensate outlet.</span></p> <p style="text-align: justify;"><span lang="EN-US">6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The total trade effluent generated @ 1096 KLD and domestic effluent @ 16 KLD. The industry recirculates the total effluent into the process/cooling tower and there will be no effluent leading to plantation area except treated domestic effluent @ 16 KLD. As per the record maintained by the industry the average discharge (CPU feed) in January-2023 was 455 KLD.</span></p> <p style="text-align: justify;"><span lang="EN-US">7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The industry has installed new boiler of capacity 50 TPH. The industry will uses Rice Straw/Agro waste @ 270 TPD as fuel. The existing boiler of capacity @ 25 TPH is used as standby boiler.</span></p> <p style="text-align: justify;"><span lang="EN-US">8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The industry has installed separate ESP as APCD with both the boilers and with separate chimneys of adequate stack height and sampling arrangements. The industry has procured paddy straw bales for use as fuel in the 50 TPH boiler and the industry has provided automatic conveying system for the feeding of fuel in the both boilers. The industry has installed OCEMS with its both boilers. However, the connectivity of the boiler of capacity 50 TPH is yet to be made with PPCB/CPCB server. During visits, emission samples were collected, the analysis report is awaited.</span></p> <p style="text-align: justify;"><span lang="EN-US">9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">Earlier, emission samples of boiler of capacity 25 TPH was done on 07/09/2022, which were within limits.</span></p> <p style="text-align: justify;"><span lang="EN-US">10.</span>&nbsp;<span lang="EN-US">The industry has provided ash collection system with hopper and sprinkling system for the collection of ash from the both boilers and as per the representative of the industry, the boiler ash is disposed in Environmentally Sound Manner in covered trolleys.</span>&nbsp;</p> <p style="text-align: justify;"><span lang="EN-US">RO has recommended that the Consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 &amp; Air (Prevention &amp; Control of Pollution) Act, 1981 may granted upto 31/03/2024 subject to the suitable conditions and special conditions that:-</span></p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This consent is valid for production of Fuel Ethanol (Biofuel) ENA/RS/Impure @ 165 KLPD, IMFL/Country Liquor @ 144 KLPD and the industry shall obtain NOC and varied CTO for additional machinery being installed for increasing the capacity by 35 KLPD to take the total capacity to 200 KLPD.</p> <p style="text-align: justify;">2.&nbsp;<span lang="EN-US">&nbsp;<span lang="EN-US">The industry shall connect the new boiler of capacity of 50 TPH with OCEMS immediately.&nbsp;</span></span></p> <p style="text-align: justify;"><span lang="EN-US">In view of the above, if approve the Consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 &amp; Air (Prevention &amp; Control of Pollution) Act, 1981 may granted upto 31/03/2024 subject to the suitable conditions and special conditions that:-</span></p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This consent is valid for production of Fuel Ethanol (Biofuel) ENA/RS/Impure @ 165 KLPD, IMFL/Country Liquor @ 144 KLPD and the industry shall obtain NOC and varied CTO for additional machinery being installed for increasing the capacity by 35 KLPD to take the total capacity to 200 KLPD.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">2.&nbsp;<span lang="EN-US">&nbsp;<span lang="EN-US">The industry shall make its connectivity of the boiler of capacity 50 TPH with the PPCB/CPCB server.&nbsp;</span></span></p> <p style="text-align: justify;"><span lang="EN-US">3.&nbsp;&nbsp;&nbsp;&nbsp;</span><span lang="EN-US">The industry shall comply with the conditions of the Environmental clearance to it by MoEF &amp; CC vide letter dated 22/03/2021.</span></p> <p style="text-align: justify;"><span lang="EN-US">4. RO shall collect the STP samples of the industry within 01-month.</span></p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;"><span lang="EN-US">Competency (Hon'ble Chairman).</span></p>
