CTOW/Varied/LDH1/2022/19326545 dated 03.08.2022 valid upto 31.03.2023 and vide no. CTOA/Varied/LDH1/2022/1932654 dated 03.08.2022 valid upto 31.03.2023 for production M.S bar/Coil/Flat/Round/Square, TMT, Angles, Channel, Etc @143724MT/Year Steel Ingots/Billets @155400MT/Year by using Steel Ingots/Billets @20720MT/Year M.S Scrap/Sponge Iron @137831MT/Year Ferro Alloys @2701MT/Year Purchased from Outside Market Steel Ingots/Billets @31244MT/Year as raw material and generating Domestic effluent @ 10.0 KLD to be utilized onto land for plantation after septic tank, Cooling water @ 60 KLD to be re-circulated.</span></p>
<p class="MsoNormalCxSpMiddle" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry has now applied for veried ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents and fee which is adequate upto 31.12.2027</span></p>
<p class="MsoNormalCxSpLast" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry was visited officer of this office on 13.02.2023 and it was observed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry was in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The existing furnace of capacity 7 Ton/Heat was in operation and the industry has completed the installation of one induction furnace of capacity 30 TPH, however, this furnace was not in operation. The rep. of industry informed that they have postponed the replacement of existing 7 TPH furnace with 15 TPH furnace due to less market demand.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">During the visit, sample was collected from the furnace and sent to Air & Water Lab for analysis. The analysis report was received from Air & Water Lab Ludhiana vide no. 2716-17 dated 23.02.2023 the results are within the prescribe limit framed by the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has already submitted certificate issued by PSCST, Chandigarh vide no. 341 dated 01-07-2022, wherein PSCST has certified that the industry has completed installation of APCD for 30 TPH furnace.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The APCD of existing 7 TPH furnace was not in operation and the industry is maintaining record of the same.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has installed 2 D.G set of 75KVA & 150 KVA, which are equipped with canopies.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The whole water to be used for cooling purposes is re-circulated. There is generation of domestic effluent for which it has provided septic tank and the treated domestic effluent is discharged onto land for plantation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has installed STP of capacity 50KLD for treatment of domestic effluent. The STP comprises of oil & grease trap, moving bed bio reactor, secondary tube settler, multi grade filter, activated carbon filter. The treated effluent is discharged onto land for plantation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The rep. of industry informed that they will provide plantation (33% green area) as per condition of EC in this coming rainy season.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has provided paved/interlocking tiles at entry/exit.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 63pt; text-align: justify; text-indent: -13.5pt;"><span style="font-family: Tahoma, 'sans-serif';">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has already submitted revised Building Plans signed by Er. Mandeep Singh Saini Competent Person under Factories Act.</span></p>
<p class="MsoNormalCxSpFirst" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> Further, the industry has already obtained EC from SEIAA, Punjab and has submitted compliance report of EC conditions. Further, the industry does not required clearance under Press Note 17 (1984 series) as the same has been withdrawn by Ministry of Commerce and industry, Department for Promotion of Industry and Internal Trade, Government of India and the Department has issued Press Note 3 (2019 series) which does not include the subject cited industry. Further, the industry is located in industrial zone as per notified Master Plan of Mandi Gobindgarh and does not require SAC Clearance.</span></p>

<p class="MsoNormalCxSpMiddle" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> In view of the above it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2027 with suitable terms and conditions, please.</span></p>
