<p class="MsoNormal" style="text-align: justify;">It is submitted that for verification of reply submitted by the project proponent, the site of the project was visited by the undersigned on 24.02.2023 and it was observed that the STP was commissioned and under stabilization. The representative informed that they have installed MBBR based STP of capacity 425 KLD and as the technology is similar to FAB based STP and the treated wastewater quality is almost same. Further, it is submitted that the Fluidized aerobic Bioreactor (FAB) system functions like the MBBR (Mixed Bed Bio Reactor), the only difference being, that where the MBBR uses small particles which are free moving within the reactor, while the FBR system has fixed bed material (substrate is produced from UV-stabilised polyethylene) on which the biofilm grows.</p>
<p class="MsoNormal" style="text-align: justify;">For disposal of treated wastewater, the representative submitted that:</p>

<p class="MsoNormal" style="text-align: justify;">The project proponent has provided overhead water tanks of capacity about 6000 liters each for every 8 flats and was advised to provide water flow meter on the pipeline so that exact quantity of wastewater used in flushing be ascertained.</p>
<p class="MsoNormal" style="text-align: justify;">After utilizing the treated wastewater the remaining will be used for construction purpose of its 5 numbers of towers in configuration (S+14x4 and S+13x1). Still, the excess treated wastewater will be discharged into sewer. The project proponent has obtained permission for discharge of treated wastewater from MC, Zirakpur vide letter no. 488/BB dated 17.04.2018. As, the date of issue of this letter is much earlier than the restriction imposed by Hon’ble Chairman of the Board on 11.04.2022 during personal hearing for MC, Zirakpur for not to approve new project plans till necessary infrastructure like sewer / STPs/ disposal mechanism is not put in place.</p>
<p class="MsoNormal" style="text-align: justify;">Further, in the Environmental Clearance granted by SEIAA, Punjab, the total built up area was 64328 Sqm, however, as per final layout plan approved by the Competent Authority the total built up area is 55205 sqm, which is less than the area for which it has obtained EC. The representative informed that earlier while obtaining EC, they have planned to build flats with more covered area, i.e. is why the built up area was 64328 sqm. However, the competent authority has approved the building plan for total built up area 55205 sqm, which is far less than proposed / Environmental Clearance built up area 64328 sqm and therefore, the built up area has decreased and there is increase in pollution load, therefore they are not required to obtain revised EC.</p>
<p class="MsoNormal" style="text-align: justify;">In view of the above, may if approved, it is recommended that the partial consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.09.2024 subject to suitable conditions and following additional condition:</p>
