<p class="MsoNormalCxSpFirst" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">Earlier the industry was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/LDH1/2022/19565173 dated 12.10.2022 valid up to 31.03.2023 and CTOA/Renewal/LDH1/2022/19566967 vide no. 12.10.2022 valid up to 31.03.2023 for manufacturing of cotton yarn & terry towels.</span></p>
<p class="MsoNormalCxSpMiddle" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry has now applied for renewal of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormalCxSpLast" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry was surprisingly visited by the officer of the Board on 10.09.2022 and it was observed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry was in operation during visit, however dyeing process was also in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has installed Two ETPs one is based on physico-chemical followed by biological treatment. This ETP was also in operation at the time of visit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The other ETP is based on SBR technology. The outlet of both the ETPs is common. The samples form final outlet were also collected during the visit. As per the report, the concentration of all the polluting parameters is within the limits prescribed by the Board for such type of units.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The representative informed that their unit has been taken over by bank and only one year's consent fee sanctioned by bank so requested to grant consent for one year.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has installed two boilers of 8 TPH & 4 TPH, in which pet coke is being used as fuel. Separate cyclone followed by common wet scrubber & chimney has been provided as APCD.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has got its stack emission samples as well as effluent analyzed from private lab on 14.01.2023 and as per report the concentration of air pollutants as well as effluent parameters are within the limits. Further, as per Board's analysis report received from Air & Water Lab ludhiana vide no. 1291 dated 21.09.2022, the results are confirming to the standards prescribed by the Board. The industry has provided the SO2 meter with its stack. During the visit, only 4 TPH boiler was operational.</span></p>
<p class="MsoNormalCxSpFirst" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> In view of above, it is recommended that Consent to Operate' under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2024 with suitable terms and conditions.</span></p>
