Accordingly, the applicant (PWSSB) was requested via clarification dated 16.02.2023, to reconfirm that the CETP of 3.75 MLD will be sufficient to treat the entire effluent of haibowal dairy complex. It was also requested to provide brief of calculation and to confirm as to whether the ETP/ CETP shall achieve the prescribed standards of such discharge. </span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span style="font-size: 10.5pt; line-height: 107%; font-family: 'Verdana','sans-serif'; mso-bidi-language: PA;">In response, the PWSSB has only provided the detail project report approved by the Government of Punjab but not given any confirmation / comments to the clarification raised. As per the DPR, against the MCL figures of livestock in haibowal area as 38,956, the ETP has been designed considering the livestock @ 50,000 numbers. Further, 75 liters of wastewater generation has been considered in the DPR resulting in 3.75 MLD of waste water generation. The ETP has been designed to achieve the following parameters at outlet: </span></p>

The applicant was again requested via clarification dated 22.02.2023, to submit whether the criteria considered to calculate the effluent quantities @ 3.75 MLD are based upon some set rules / parameters / code / expert guidelines etc. and whether it matches with the actual ground conditions so as to ensure that the effluent quantities shall not exceed the projected values mentioned in the DPR to avoid any failure on this part.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span style="font-size: 10.5pt; line-height: 107%; font-family: 'Verdana','sans-serif'; mso-bidi-language: PA;">In the reply, the applicant (PWSSB) vide reply dated 01.03.2023 has informed that as per tender document prepared by M/s Shah technical consultant, PDMC for AMRUT projects Punjab, proposed capacity is 3.75MLD and work is already under execution. Also the number of cattles were verified by agency KIPL on site and confirmed that waste water flow from haibowal dairy complex is well within 3.75MLD.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 106%;"><span style="font-size: 10.5pt; line-height: 106%; font-family: 'Verdana','sans-serif'; mso-bidi-language: PA;">It is pertinent to mention here that the Municipal Corporation, Ludhiana the owner and custodian of all sewers of Ludhiana. Though various works of civil and technical nature can be accomplished by Municipal Corporation, Ludhiana, through various agencies (in this case PWSSB) but the same cannot discharge the Municipal Corporation of its primary responsibilities and liabilities in view of the provisions of Law. In case of any inefficiency or undesirable results of the effluents of the City Sewage System / Sewerage Treatment Plants / Effluent Treatment Plant the final responsibility lies with the Municipal Corporation, Ludhiana. Apart from the agency executing the civil works on the directions of Municipal Corporation, the authorities of Municipal Corporation, Ludhiana shall also be held responsible for inefficiency, discrepancies and failure of results of STPs etc.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span style="font-size: 10.5pt; line-height: 107%; font-family: 'Verdana','sans-serif'; mso-bidi-language: PA;">May if approved, Consent to Establish/ NOC for establishment of Effluent Treatment Plant (ETP) of capacity 3.75 MLD at Haibowal Dairy Complex, Ludhiana may be granted for one year for treatment of dairy waste effluent @ 3750 KLD with usual conditions and special condition that:</span></p>

MC, Ludhiana and PWSSB shall ensure that the entire effluent of Haibowal Dairy Complex be treated in the proposed ETP.</span></p>

MC, Ludhiana and PWSSB shall ensure that the ETP shall achieve the standards prescribed in the DPR / MoEF&CC / PPCB / State Govt (whichever is stringent) & for providing proper and adequate disposal arrangements, as per timelines given in the Action Plan for clean River Sutlej.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span style="font-size: 10.5pt; line-height: 107%; font-family: 'Verdana','sans-serif'; mso-bidi-language: PA;">3. The MC, Ludhiana will make necessary arrangements for the re-use of treated effluent back to the dairy units for washing of cattles, floor etc. for secondary uses or for plantation purposes so as to stop discharge of effluent from diary units into Buddha Nallah.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span style="font-size: 10.5pt; line-height: 107%; font-family: 'Verdana','sans-serif'; mso-bidi-language: PA;">4. The MC, Ludhiana shall ensure to provide adequate and appropriate management, handling, treatment / re-processing of animal dung, solid waste and sludge from the ETP.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span style="font-size: 10.5pt; line-height: 107%; font-family: 'Verdana','sans-serif'; mso-bidi-language: PA;">5. The MC, Ludhiana shall ensure environmentally sound management, handling, treatment & disposal of Bio-Medical Waste being generated from diary units in compliance of Bio Medical Waste Rules, 2016.</span></p>
