CTOW/Renewal/MOG/2019/10149814 and CTOA/Renewal/MOG/2019/10149760 dated 28.07.2019 for operation of rice sheller unit to manufacture Raw rice @ 4 TPH without dryer alongwith operation of sortex machine of capacity 4 TPH of sorted rice, valid for a period upto 30.06.2024.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->Now, the industry has applied for obtaining consent to establish (NOC for expansion) under the Water Act, 1974 and the Air Act, 1981 for installation of dryer in their existing premises to manufacture raw rice @ 4 TPH with dryer alongwithsortex machine of capacity 4 TPH. Details of the case are as under:-</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has submitted certificate from CA mentioning the value of additional machinery i.e. dryer and its installation cost as Rs. 27.50 lakhs. Accordingly, the industry has deposited Rs. 2900/- vide UTR NO. SDL123031679 dated 06.02.2023, which is adequate for one year.</p>

<p class="MsoNormal" style="text-align: justify; text-indent: 45.0pt;">The industry is complying with the code of practice dated 15.10.2013 for rice shelling units and with the provisions of the Water Act, 1974 and Air Act, 1981 and is suitable for installation of dryer section as per notification dated 15.10.2013.</p>
<p class="MsoNormal" style="text-align: justify; text-indent: 45.0pt;"> </p>
<p class="MsoNormal" style="text-align: justify; text-indent: 45.0pt;">It is therefore, recommended that consent to establish (NOC for expansion) may be granted to the industry for installation dryer section for a period of one year, subject to the suitable conditions alongwith the following specific conditions:</p>

<p class="MsoBodyText" style="text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo4; margin: 0in 5.65pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows:</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">i)<span style="mso-tab-count: 1;"> </span>All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">ii)<span style="mso-tab-count: 1;"> </span>The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant.</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">iii)<span style="mso-tab-count: 1;"> </span>All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building.</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">iv)<span style="mso-tab-count: 1;"> </span>The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under:</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">(a) <span style="mso-tab-count: 1;"> </span>All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">(b) <span style="mso-tab-count: 1;"> </span>(i) <span style="mso-tab-count: 1;"> </span>The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 1;"> </span>(ii) <span style="mso-tab-count: 1;"> </span>The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk.</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 1;"> </span>(iii)<span style="mso-tab-count: 1;"> </span>The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length.</span></p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">(iv) <span style="mso-tab-count: 1;"> </span>Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.</span></p>
<p class="MsoBodyText" style="text-indent: -.5in; margin: 0in 5.65pt .0001pt 1.5in;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif';">(c) <span style="mso-tab-count: 1;"> </span>During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p>
