<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is a small scale red category unit engaged in food processing. The industry was earlier granted consent to operate under Water Act, 1974 & Air Act, 1981, both valid upto 14.01.2023 for the production of Ice cream @ 450 Ltr/day with the disposal of trade effluent @ 1.5 KLD into sewer after treatment through ETP and domestic effluent @ 0.4 KLD into sewer.</p>
<p style="text-align: justify;">Earlier, the ETP of the industry was in non-operational condition and the industry has made arrangement to discharge its untreated effluent @ 1.5 KLD (approx.) directly into sewer through an underground pipeline. Accordingly, electric connection was disconnected vide Board’s letter no. 8308-10 dated 17.11.2021., which was lastly restored upto 14.01.2023.</p>
<p style="text-align: justify;">Now the industry has applied for renewal consent to operate under Water Act, 1974 and Air Act, 1981. The industry had already deposited consent fee, which are adequate upto 30.06.2024 under both acts.</p>
<p style="text-align: justify;">The industry was visited by officer of RO on 24.02.2023 and it was observed that:-</p>
<p style="text-align: justify;">1. The industry is engaged in the manufacturing of ice cream and the same was not in operation during the visit.</p>
<p style="text-align: justify;">2. The industry had already installed ETP for the treatment of effluent generated from the process and the same was in operation condition but during the visit same was not in operation as no effluent was being generated/ discharged.</p>
<p style="text-align: justify;">3. The treated effluent was arranged to be discharged into MC sewer.</p>
<p style="text-align: justify;">4. The industry has installed one DG set of capacity @ 125 KVA with canopy inside the premises.</p>
<p style="text-align: justify;">5. The industry has already submitted the copy of continuity certificate from ATP, Ludhiana vide no. 2544/ATP-D dated 25.05.2018 stating that the industry can operate at site till August 2023.</p>
<p style="text-align: justify;"> Keeping in view of the above, it is therefore recommended that:-</p>
<p style="text-align: justify;">1. Directions u/s 33-A of Water Act, 1974 may be issued to restore the electric connection of the unit temporarily for the period upto 31.07.2023.</p>
<p style="text-align: justify;">2. Consent to operate under Water Act, 1974 and Air Act, 1981 may be granted to the industry upto 31.07.2023 with usual conditions and special condition that the industry shall comply with the zoning regulation of Master Plan of Ludhiana and shall shift its unit accordingly.</p>
