<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;"> It is intimated the industry was granted Consents to Operate under Water Act, 1974 & the Air Act, 1981, both are valid upto 28.02.2023 for washing of PC cloth @ 1200 Kgs/day with discharge of trade effluent @ 27 KLD onto land for plantation after ETP & domestic effluent @ 0.5 KLD onto land for plantation after septic tank subject to conditions mentioned therein.</p>
<p style="text-align: justify;">Earlier, the industry was found discharging untreated effluent onto land for plantation in a plot in front of it. The ETP installed by the industry was lying in defunct condition. And also added soft flow machines. As such, the electric was disconnected, which was further restored temporarily for six month i.e. upto 28.02.2023 vide Board's letter no. 5479-82 dated 29.08.2022 and RO was directed to seal the soft flow machine and baby boiler of the industry.</p>
<p style="text-align: justify;">In compliance, the industry was visited by the officer of RO on 08.09.2022 and it was found that industry had removed its all the soft flow machines from its premises and had installed only 04 winch machines for which CTO has been already granted to the industry. The boiler of the industry was sealed from the fuel feeding gate of the furnace and FD fan motor.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of ‘Consents to Operate’ under the Water Act, 1974 and the under the Air Act, 1981. The industry had already deposited consents fee, which are adequate upto 30.09.2026 under both acts.</p>
<p style="text-align: justify;">Accordingly, the industry was visited by AEE of RO on 23.02.2023 and it was observed that:-</p>
<p style="text-align: justify;">1. The industry was not in operation during visit. The representative informed that unit is not in operation from last few months due to lack of work. Also there was no raw material at site and machines were found dry. Conditions indicates that it is not being operated.</p>
<p style="text-align: justify;">2. The industry has installed only 4 winches of capacity around 800 kg at first floor as per last CTO granted to it. Total proposed quantity of trade effluent by the industry is 27 KLD. Which will be discharged onto land for plantation after ETP. The industry is not in regular operation, hence its actual generation of effluent could not be adjudged, which can be checked only regular operation of the unit.</p>
<p style="text-align: justify;">3. The ETP was not in operation during visit due to lack of effluent.</p>
<p style="text-align: justify;">4. The industry has provided the plantation (eucalyptus tree) has been developed in an area of around 500 square yard. The plantation area was also found dry and no stagnation was found in it as unit is not in operation from few months.</p>
<p style="text-align: justify;">5. The domestic effluent from the residence and unit is being discharged near onto land for plantation after septic tank.</p>
<p style="text-align: justify;">The industry has already submitted letter issued by DTP vide no. 77 dated 23.02.2010 stating that the area of the industry falls under Light & Service Industrial Zone.</p>
<p style="text-align: justify;"> In view of above and considering the request of the industry, may if approved, it is recommended that:-</p>
<p style="text-align: justify;">1) Directions be issued to the PSPCL Authority for temporarily restoration of electric connection of the industry for six months.</p>
<p style="text-align: justify;">2) Consent to operate under Water Act, 1974 and Air Act, 1981 be granted to the industry for short period of six months for washing of PC cloth @ 1200 Kgs/day with discharge of trade effluent @ 27 KLD onto land for plantation after ETP for the operation for single day shift for washing purpose only with special condition that there shall be no stagnation in the plantation area and industry will operate its ETP properly and adequately.</p>
