<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">Earlier during visit to the area on 02.03.2022, the industry was identified as M/s Paramjit Singh & Sons, New Mahavir Jain Colony, Tajpur Road, Ludhiana and during visit, it was observed that the industry was in operation. The industry is engaged in washing and sale of empty chemical containers after cleaning. The industry has not installed any treatment facility for effluent generation in washing section. The untreated effluent is discharged into sewer without any treatment. Further, effluent was also found stagnated in empty plot adjacent to the industry</p>
<p style="text-align: justify;">Accordingly, the industry was given personal hearing before the Hon'ble Chairman of the Board on 05.05.2022, wherein it was decided that directions u/s 33-A of the Water Act, 1974 as amended in 1988 be issued to the industry for closure alongwith directions to PSPCL Authorities for immediate disconnection of electricity available with the industry. Directions u/s 33-A of the Water Act, 1974 were issued along with disconnection of the electricity supply of the industry. The PSPCL Authorities have disconnected the electricity connection of the industry vide TDCO No. 57/298 dated 16.06.2022.</p>
<p style="text-align: justify;">The industry then applied for NOC and was granted upto 20.11.2023 for all type plastic waste @ 1000 Numbers/Day with discharge of trade effluent @ 1.8 KLD for reuse for after ETP.</p>
<p style="text-align: justify;">Further, EC amounting Rs. 1.0 lac was imposed and the industry has deposited the Environmental Compensation of Rs. 1,00,000/- vide R. no. 65/5480 dated 21.11.2022. Thereafter, the electric connection was restored upto 20.05.2023.</p>
<p style="text-align: justify;">Now, the industry has applied fresh Consent to Operate under the Water Act, 1974 & the Air Act, 1981 for recycling/reprocessing of all type of plastic waste @ 1000 Nos/day for discharge of trade effluent @ 1.8 KLD reuse after ETP and domestic effluent @ 0.3 KLD into public sewer. The industry has deposited consent fees, which is adequate upto 30.04.2028 under both acts.</p>
<p style="text-align: justify;">Accordingly, the industry was visited by the officer of RO on 23.02.2023 and it was observed as under:</p>
<p style="text-align: justify;">1. The industry was not in operation during visit.</p>
<p style="text-align: justify;">2. The industry has installed one grinder machine, one washer machine.</p>
<p style="text-align: justify;">3. The industry has installed the ETP based on physico-Chemical & tertiary treatment (filters) and electric evaporator. However, the ETP is yet to be commissioned as industry yet is not started.</p>
<p style="text-align: justify;">4. The industry has provided the arrangement to reuse its treated effluent back into washing process. The industry has also installed evaporator after ETP to evaporator excess treated effluent.</p>
<p style="text-align: justify;">5. The industry has installed the meters at fresh water consumption, ETP outlet & reuse and effluent to be taken in evaporator. The separate energy meter has been also installed with ETP.</p>
<p style="text-align: justify;">6. The industry has proposed to discharge its domestic effluent into public sewer.</p>
<p style="text-align: justify;">7. The industry is complying with SOPs for such type of units, however the SOPs related to operational phase will be checked after commissioning of the unit.</p>
<p style="text-align: justify;">8. The industry has not installed any air polluting machinery & DG set at site.</p>
<p style="text-align: justify;">9. The all type of plastic waste may contain empty chemical containers, hence the industry also required pass book from the Competent Authority of the Board before operating its unit. However, for pass book consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 are pre requisite.</p>
<p style="text-align: justify;">10. The industry has submitted letter issued by ATP, Ludhiana vide no. 2836/ATP-B/D dated 12.08.2022 stating that the site falls under Industrial Zone as per Approved Master Plan Ludhiana.</p>
<p style="text-align: justify;">Keeping the abo<a name="_GoBack"></a>ve in view, it is recommended that:-</p>
<p style="text-align: justify;">1. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 may be issued to the PSPCL, authorities for restoration of the electric connection of the industry for six months.</p>
<p style="text-align: justify;">2. Consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted for six months for recycling/reprocessing of plastic waste @ 1000 Nos/day for discharge of trade effluent @ 1.8 KLD reuse after ETP and domestic effluent @ 0.3 KLD into public sewer with suitable conditions and special conditions that:</p>
<p style="text-align: justify;">a) The industry will not operate its unit without obtaining prior passbook as required under HWM Rules, 2016.</p>
<p style="text-align: justify;">b) The industry shall apply for authorization under HWM Rules, 2016, within 15 days.</p>
<p style="text-align: justify;">c) The industry shall comply with the SOP for such type of units.</p>
