<p class="MsoBodyText2" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-style: italic;"><span style="mso-tab-count: 2;"> </span>It was brought out that<strong> </strong>t</span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">he institute-cum-hospital is a 750 bedded hospital and was granted consents to operate under the provisions of the Water Act, 1974 & Air Act, 1981 on 10.05.2022 having validity upto 31.03.2023 & 31.03.2027, respectively. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 2;"> </span>The institute-cum-hospital was granted authorization <span style="background: white;">on 25.07.2022 (valid upto 31.03.2023) for operation of a hospital of 750 beds capacity under Bio Medical Waste Management Rules, 2016</span>. The institute has installed ETP of capacity 75 KLD and treated effluent is discharged into STP of capacity 620 KLD. In this STP, wastewater from the hospital and institute is treated. After treatment the treated wastewater is partly reused for flushing purposes and partly discharged onto land for plantation. The institute has installed another STP of capacity 205 KLD in which wastewater generated from residential quarters is treated. After treatment the treated wastewater is partly reused for flushing purposes and partly discharged onto land for plantation. The institute has made plantation in an about 30 acres of land in 3 different pockets for utilization of treated wastewater. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 2;"> </span>Lastly, the wastewater sample was collected on 29.03.2022. As per analysis report, the conc. of BOD was found to be 37 mg/l against permissible limit of 30 mg/l and 70% fish survival against permissible limit of 90%. Therefore, the institute has been granted short term consent upto 31.03.2023.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;"><span style="mso-tab-count: 2;"> </span>The institute-cum-hospital was visited by officer of the Board </span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">on 02.12.2022 and it was observed as under:- </span></p>

<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white;"><span lang="EN-IN" style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;"><span style="mso-tab-count: 2;"> </span>The </span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">institute-cum-hospital </span><span lang="EN-IN" style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;">was issued show cause notice before refusal of renewal of consent to operate under the Water Act, 1974 as well as before revocation of authorization granted under the provisions of Bio-Medical Waste Management Rules, 2016 alongwith an opportunity of personal hearing on 19.01.2023, however no representative from the institute attended the hearing but a reply in the matter was received through e-mail dated 17.01.2023, wherein the institute submitted reply of the show cause notices and further submitted that the incompletions pointed out by the Board have been removed.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white;"><span lang="EN-IN" style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;"><span style="mso-tab-count: 2;"> </span>The matter was deliberated and decided that the Regional Office shall visit the </span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">institute-cum-hospital</span><span lang="EN-IN" style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;"> to verify the submissions made by institute in its reply and to afford another opportunity of personal hearing to the institute.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white;"><span lang="EN-IN" style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;"><span style="mso-tab-count: 2;"> </span>In view of above, </span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">institute-cum-hospital has been afforded another opportunity of personal hearing on 28.02.2023.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white;"><span lang="EN-IN" style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;"><span style="mso-tab-count: 2;"> </span>During hearing, </span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">Dr. Monis, Regional Director of the institute-cum-hospital submitted written reply of the notice issued to HCF, which has been taken on record. He further stated that all the observations pointed out by the Board in the show cause notices issued to institute-cum-hospital has been rectified and the institute is now complying with all the provisions of the Bio-Medical Waste Management Rules, 2016.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 1;"> </span><span style="mso-tab-count: 1;"> </span>After hearing the Regional Director of the institute-cum-hospital and the officers of the Board, the Chairman of the Board decided that:- </span></p>
<p class="MsoPlainText" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; font-style: normal;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; font-style: normal;">The institute-cum-hospital shall ensure to operate the STPs/ETP installed by it regularly & efficiently so as to achieve the effluent standards prescribed by the Board / MoEF&CC, at all times.</span></p>
<p class="MsoPlainText" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; font-style: normal;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; font-style: normal;">The institute-cum-hospital shall ensure to comply with Bio-Medical Waste Management Rules, 2016 & its amendments and with the conditions imposed in the consent to operate granted to it under the Water Act, 1974 & Air Act, 1981 and environmental Laws/Rules, at all times. </span></p>
<p class="MsoPlainText" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; font-style: normal;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; font-style: normal;">EE, RO, Bathinda shall immediately verify the compliance made by the institute and process the consent to operate application applied under the Water Act, 1974 on merits. </span></p>
