The industry was granted 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. R15LDH2CTOW2641417 dated 18/05/2015 and under the Air (Prevention & Control of Pollution) Act, 1981 vide. no. R15LDH2CTOA2641221 dated 18/05/2015 both valid upto 30/06/2019 for manufacturing of Steel Ingots @ 72 MTD under the name and style of <strong>M/s D.H. Castings (P) Ltd.</strong></span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><a name="In_view_of_the_above,_it_is_recommended_"></a><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">Board vide letter no. 531-535 dated 27/02/2023 has issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and 31-A of Air (Prevention & Control of Pollution) Act, 1981, which are reproduced as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 115%; margin: 0in 0in 12.0pt 9.0pt;"><strong><em><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">"That the authorities concerned shall disconnect the supply of electricity available to the subject cited industry/ premises with immediate effect."</span></em></strong></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">In compliance to the above said directions, PSPCL authorities have issued disconnection order no. 100020840175 dated 03/03/2023 for disconnection of above said unit. </span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Now, the industry has applied for fresh consent to operate under the Water Act, 1974 & <span style="color: black;">Air Act, 1981 with requisite documents through OCMMS under orange category</span> </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">under the new name and style of <strong>M/s Punjab Steel Alloys.</strong></span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; color: red;"> </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">The industry has deposited consent fee of Rs. 67,500/- vide UTR no. SBIN121235444623 dated 23/08/2021 and Rs. 73000/- vide UTR no. YESIB30390011716 dated 08/02/2023 on account of Water consent fee and Rs. 67,500/- vide UTR no. SBIN121235477723 dated 23/08/2021 and Rs. 73000/- vide UTR no. YESIB30390011607 dated 08/02/2023 on account of Air consent fee against the un-depreciated fixed assets of Rs. 203.09 Lacs as on 30/09/2022 as per CA certificate dated 10/10/2022, which is adequate <strong>upto 30/06/2028</strong> under both the Acts as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee and penalty charges 400 %.<span style="color: red;"> </span></span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">The industry was visited by undersigned on <strong>03.03.2023</strong>. During visit, it was observed as under: </span></p>

<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">The industry falls in </span><strong style="mso-bidi-font-weight: normal;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA;">industrial Zone</span></strong><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;"> as per Master Plan of Khanna. </span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -4.5pt; line-height: 115%; margin: 0in 0in 12.0pt 4.5pt;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 3;"> </span><strong>The Board shall continue to grant consent to</strong> <strong>establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries</strong>.</span></p>
