It is intimated that the hotel-cum-restaurant was issued notice u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 with an opportunity of personal hearing before the CEE, Ludhiana on 31.01.2023, wherein it was decided that:-

1. The hotel shall operate its STP properly and efficiently so as to achieve prescribed standards of the Board.

2. The hotel shall ensure the proper working of Bio-composter for composting biodegradable solids.

3. Environmental Engineer, Regional Office-3, Ludhiana shall visit the hotel to check the compliances, collect effluent samples and send the report / recommendations within 07 days to decide the consent applications.

In compliance to the proceedings, the hotel was visited by officer of RO on 09.02.2023 and during visit, the STP provided by the hotel was in operation. The project proponent has provided separate energy meter with STP and is maintaining record regarding operation of the same. During visit, reading of the energy meter was 886 kWh. The treated water was discharged into lawn / green area maintained by the project proponent. The project proponent has developed green area along boundary wall on three sides of site and two lawns. Total green area is about 2 kanals and condition of plantation is good. However, the project proponent has not installed flow meter at outlet to STP. The hotel has installed bio-composter for the processing of bio-degradable waste generated from its premises and the same was in operation.

The effluent samples were collected from outlet to STP and as per analysis report, the concentration of BOD is 244 mg/l against 100 mg/l, TSS is 396 mg/l against 100 mg/l. As such, the hotel is not complying with the effluent standards.

Keeping the above in view, it is recommended that the consents to operate under Water (Prevention & Control of Pollution) Act 1974 be refused and directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 be confirmed for closure of restaurant without giving any opportunity of personal hearing, please.
