<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">It is submitted that the subject cited HCF is a 30 bedded hospital and was granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/FGS/2022/20144240 dated 21/10/2022 for 30 no. bedded capacity, which is valid upto 31/12/2023 subject to conditions mentioned therein.</span></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">Now, the HCF has now applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents.</span></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The HCF has deposited consent fee Rs. 20000/- vide R no. 740262305 dated 03/10/2022 and vide R.no. 590083366 dated 06/10/2022 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 20000/- vide R no. 820959144 dated 03/10/2022 and vide R.no. 179780575 dated 06/10/2022. The consent fee deposited by the HCF is adequate <strong>upto 28/02/2027</strong> for 30 beds as per the Board’s office order dated 688 dated 2/3/2017. </span></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The HCF has submitted completion certificate of ETP cum STP and feasibility report prepared by LAJ ENGINEERING CORPORATION, Plot No. 2131, Street No.5, Sekha Road, Barnala dated 18/08/2022</span> <span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">for the treatment of wastewater generated from operation of HCF as well as domestic effluent.</span></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The HCF has submitted revised agreement with M/s Rainbow Environment Solution for lifting its BMW, which is valid upto 15/02/2026.</span></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The HCF has submitted effluent sample testing report from M/s Industrial Testing Lab and Consulting House on 01.07.2022. As per the analysis results, all the parameters were within the prescribed limits of the Board.</span></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The HCF was visited by the Officer of this office on 03/10/2022, Sh. Jagdeep Rana, Managing Director of the hospital was present at the time of visit. During the visit, it was observed as under:</span></p>

<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">Further, the HCF has installed the ETP cum STP plant for treatment of wastewater as per the latest guidelines issued by the Board for HCFs.</span></p>

<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The HCF is complying with provisions of Bio-Medical Waste Management Rules, 2016.</span></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">It is added that Board has issued partial modification to earlier Board’s order no. 468 dated 31.08.2021, vide its office order no. 601 dated 16.12.2021 has decided that the HCF upto 50 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. However, no specific period mentioned in the said orders. Now, CPCB has issued a letter vide letter no. 31011/BMW/58.II)/2022/WMD-I dated 12/4/2022 (addressed to Member Secretary, SPCBs/ PCCs) in compliance to wastewater discharge standards by Healthcare Facilities as per Biomedical Waste Management Rules, 2016 – reg. (in continuation to CPCB letter no. B-31011/BMW/58.II)/2020/WMD-I/47757-14791 dated 29/12/2020), which is reproduced as under:</span></p>
<p class="MsoBodyText2" style="line-height: 130%; margin: 0cm 28.55pt .0001pt 70.9pt;"><strong><em><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">“This has reference to above referred CPCB letter dated 29/12/2020 regarding compliance to wastewater discharge norms under BMWM Rules, 2016 by the Healthcare Facilities.</span></em></strong></p>
<p class="MsoBodyText2" style="line-height: 130%; margin: 0cm 28.55pt .0001pt 70.9pt;"><strong><em><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">In this regard, in order to avoid any ambiguity, it is to clarify that non-bedded Healthcare Facilities (HCF) may not necessarily need to install Effluent Treatment Plant and as per BMWM Rules, 2016 they are required to dispose infections liquid wastes only after treatment by disinfection as stipulated under Schedule II (6) of said Rules. Further, bedded HCFs are required to comply with the standards prescribed for liquid wastewater under Schedule-II of Biomedical Waste Management Rules, 2016. In case, wastewater is discharge into a public sewer connected to a terminal Sewage Treatment Plant, the bedded HCFs are required to meet general standards as notified under the Environment (Protection) Act, 1986 (29 of 1986).”</span></em></strong></p>
<p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 130%;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">In view of above, if approved, the fresh consents under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HCF upto 30/09/2026 for operation of 30 beds subject to the suitable conditions and additional conditions as under:</span></p>
<p class="MsoBodyText2" style="margin-left: 70.9pt; text-indent: -1.0cm; line-height: 130%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-size: 12.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The HCF shall install water meters at the inlet and outlet of the ETP-cum-STP and shall maintain the record of the same.</span></p>
