The industry was earlier granted Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH4/2022/18910858 dated 25/04/2022, upto 31/12/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH4/2022/18906886 dated 25/08/2022, upto 31/12/2022 for production of Iso Butyl Aceto Phenone @ 9,900 TPA, Poly Aluminium Chloride @ 27,720 TPA, Poly Aluminium Chloride (Powder) @ 3,300 TPA, 2-Acetyl-6-methoxynapthalene (AMN) @ 990 TPA, ChloroHydroxyBenzoPhenone (CHBP) @ 365 TPA, and by-products of Poly Aluminium chloride 9% @ 37,620 TPA and Hydrochloric Acid Liquid @ 3,168 TPA.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">Now, the industry has applied for varied consent to operate after decreasing the products and production quantities under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 14.02.2023 for production of <strong>product</strong> of Isobutylacetopheone @ 6600 MTA, Polyaluminum Chloride @ 25080 MTA, Poly Aluminum Chloride (Powder) @ 900 MTA and <strong>By-Products </strong>of Hydrochloric Acid @ 2640 MTA and Poly Aluminum Chloride @ 26400 MTA. </span></p>
<p><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> The industry has deposited consent fee Rs. 84,000/- vide R.No. 131287446 dated 19.01.2023 & Rs. 8,400/- vide R.No. 604669585 dated 14.02.2023 under the Water Act, 1974 and Rs. 84,000/- vide R.No. 298529922 dated 19.01.2023 & Rs. 8,400/- vide R.No. 807796985 dated 14.02.2023 under the Air Act, 1981 against gross value of fixed assets Rs. 6806.00 Lacs and plant & machinery Rs. 4616.00 Lacs as on 30.09.2022, which is adequate upto 31.12.2023. The industry has also deposited Rs. 10,800/- vide R.No. 604669585 dated 14.02.2023 as NOC regularization fee for increase in the total fixed assets of the industry.</span></p>
<p><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><span style="text-align: justify;">Accordingly, the industry was visited by AEE of this office on 28.02.2023 and it was observed as under:-</span></span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry has installed Iso Butyl Acetophenone section in the premises with 09 reaction vessels. The industry has installed 03 wet scrubbers as APCD in this section to contain the acid mist emissions with adequate stack height.</span></p>

The industry has installed 01 wet scrubbers as APCD in this section to contain the acid mist emissions with adequate stack height.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry has provided the powder PAC section to make PAC powder with PNG burner as heating section and wet scrubber as APCD over this section.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry has installed ETP cum STP consisting equalization tank, anearobic treatment, primary tube settler, buffer tank, aerobic reactor, secondary tube settler, collection tank, sand filter, activated carbon filter, treated water.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The sample of trade effluent was collected on 19.01.2022 and as per analysis results pH=08, TSS=12 mg/l, TDS=480 mg/l, COD=60 mg/l, BOD=10 mg/l, Oil & Grease=BDL and Bio-assay=100% survival of fish was observed as per lab. report no. 3684 dated 01.02.2022, which is within the prescribed limits of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry has installed separate energy meter with ETP and electro-magnetic flow meter at the outlet of ETP. The industry is maintaining the record of operation of ETP as well as chemical dosing using in the treatment. The industry is re-using part of treated effluent in the cooling tower.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->As per the record maintained by the industry, the industry is treating waste water approximately 20 KL on daily basis. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry has developed the plantation area in approx. 0.8 acres within the premises for utilizing the treated waste water in the plantation area.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry has installed 02 boilers of capacities one of 08 TPH and 03 TPH (standby) with common stack of adequate height and rice husk is being used as fuel in the boiler of capacity 08 TPH and HSD is being used as fuel in the boiler of capacity 03 TPH. The industry has provided multi cyclone followed by bag house filter as APCD with the boiler and sample collection facility with the stack of boiler. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->12.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->Sample of stack emission of boiler of capacity 08 TPH were collected by Board on 30.12.2023 and as per analysis results received form Board lab. vide no. 2403 dated 09.01.2023. The SPM was found to be 270 mg/Nm3 against the 500 mg/Nm3, which is within the permissible limits of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->13.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry has installed DG set of capacity 600 KVA with canopy and adequate stack height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo2; margin: 0in .05in 3.0pt 39.45pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->14.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry is complying with the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Environmental Clearance granted to it.</span></p>
<p class="MsoNormal" style="margin-bottom: 3.0pt; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;">It is pertinent to mention here that an e-office file no. 144058 dated 30.12.2022 generated by this office viz a viz a complaint against the industry is also pending which is yet to be decided. Further, the industry is operating without valid consent to operate of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0in .05in 3.0pt 0in;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">In view of above, if approved, short term consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted the industry for six months which may be extended later-on as per the pending decision w.r.t. the above mentioned e-office file no. 144058 dated 30.12.2022 with suitable conditions and additional conditions that:-</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; mso-pagination: none; mso-list: l1 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.65pt 3.0pt 47.0pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry shall comply with the conditions imposed in the environmental clearance granted to it for bulk drug production by the SEIAA, Punjab vide no. SEIAA/2018/1450 dated 03.12.2018 as well as CTE (NOC) of the Board, in true letter & spirit.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; mso-pagination: none; mso-list: l1 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.65pt 3.0pt 47.0pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry shall keep the record of freshwater consumed/ treated wastewater/ re-circulated water and treated water discharged onto land for plantation within and outside the industry on daily basis and shall submit the same to the Board on monthly basis.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; mso-pagination: none; mso-list: l1 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.85pt 3.0pt 47.0pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain /river or in inland surface water at any time or to any other unauthorized place by any unauthorized means and shall reuse the treated effluent in the process/cooling/plantation. </span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; mso-pagination: none; mso-list: l1 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.65pt 3.0pt 47.0pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other Environmental Law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.</span></p>
