File Note: <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">It is submitted that the HCF was granted consent to operate under Air (Prevention &amp; Control of Pollution) Act, 1981 vide no.&nbsp;CTOA/Fresh/LDH3/2022/19423317&nbsp;dated 28.07.2022 and under Water Act, 1974 vide no.&nbsp;CTOW/Fresh/LDH3/2022/19423214&nbsp;dated 28.07.2022, both valid upto 31.03.2023 for 15 bedded hospital subjected to the conditions mentioned therein. Now the HCF has applied for grant of renewal of consent to operate under Air Act, 1981 and Water Act, 1974 for 15 bedded facility. The HCF has submitted requisite documents through OCMMS.&nbsp;The HCF has deposited Rs 11000/- vide UTR no. N175221300136157 dated 24.06.2022, Out of which Rs 10500 under Air Act, 1981 and Rs 500 as application fee and Rs 11000/-&nbsp; vide UTR No. N175221300135315 dated 24.06.2022 under Water Act, 1974. It is further intimated that the HCF has submitted copy of electricity bill as a proof of date of commissioning, as per which date of connection is 26.02.2008. The Competent Authority of the Board had decided to that consent fee of the HCFs were came into effect from 01.07.2016 vide Head office order no. 299 dated 01.07.2016. As per which, the consent fee submitted by the HCF is valid upto 30.06.2027 under both Acts.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Further, as per Head Office order no. 601 dated 16.12.2021, the Competent Authority of the Board in partial modification to earlier Board&rsquo;s office order no. 468 dated 31-08-2021, has decided that HCFs up to 50 bed capacity which are discharging their liquid waste into public sewer and operating wlthin MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents/authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement/measure, subject to the condition that HCF shall ensure to comply with the effluent standards as notified under Bio-medical Waste Management Rules, 2016 amended up to date and subsequent amendments if any.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Further, the competent authority of the Board has clarified vide no. HQ-3/EPA/2022/393-408 dated 06.06.2022 that bedded HCFs are required to comply with the standards prescribed under schedule-ll of the BMW Rules, 2016. In case, wastewater is discharged into a public sewer connected to the terminal STP, the bedded HCFs are required to meet general standards as notified under Environment (Protection) Act, 1986&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The said HCF falls under the Jurisdiction of M.C Ludhiana, where terminal STP has already been installed.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Keeping above in view, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF upto 31.03.2024 subject to suitable conditions and specific conditions as under: -</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">1. The HCF shall always meet the general effluent standards&nbsp;as notified under Environment (Protection) Act, 1986.&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">2. The HCF shall not increase the bed capacity without the prior permission of the Board.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 13.5pt; line-height: 150%; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp;</span></p>
