<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the academy is a small scale orange category educational institute and it has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 for disposal of domestic effluent @ 26 KLD onto land irrigation for lawn, parks and flower beds area 2.0 acres. The industry has deposited Rs. 3,34,000/- vide UTR. No. HDFCR52023021683491568 dated 16.02.2023 under (Rs. 3,24,000/- Water Act, 1974 & Rs. 10,000/- as VDS national fee) and Rs. 3,70,500/- vide UTR. No. HDFCR52023021683491961 dated 16.02.2023 under (Rs. 3,24,000/- Air Act, 1981, Rs. 10,000/- as VDS national fee, Rs. 36,000/- as NOC fee and Rs. 500/- as application form fee), which are adequate upto 30.09.2027.</p>
<p style="text-align: justify;">It is intimated that the Board vide office order no. 394 dated 21.11.2022 has announced Voluntary Disclosure Scheme (VDS), as per which "Under the scheme the industries/institutes/other establishment have to deposit consent fee w.e.f. 01.11.2018 or from the date of the commissioning of the unit (whichever is later). In case the industry is operating before 01.11.2018 and in between the period of 01.01.2000 to 01.01.2010, the industry shall deposit one time notional fee amounting to Rs. 10000/-." As per the scheme the consent fee submitted by the industry under both Acts is adequate upto 30.09.2027.</p>
<p style="text-align: justify;">The institute was visited by officer of RO on 01.03.2023 and observed that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The educational institute is a school having classes from Nursery to 10+2 and the same is situated at Village Ladian, P.O. Bagga, Ludhiana.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The school is having student's strength of 3500 and staff strength is 185 including teaching staff and other supporting staff.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->There is no hostel facility for the stay of students & staff. Therefore no person residing in the academy’s premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The domestic effluent generated from the toilets of student & staff is being discharged onto land for gardening at area more than 03 Acres after treatment through STP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The institute has installed STP of capacity 100KLD consisting of components, collection tank, Biological tank, Tube settler, Pre filtration tank, 02 filters, treated water storage tank & Discharge. Unit has also submitted the feasibility report of the STP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The academy has submitted the effluent sample analysis report collected from outlet of STP collected by SIMA LABS on 18.01.2023 and the results of the various parameters are as pH @ 6.93, TSS @ <5 mg/l, TDS @ 380 mg/l, COD @ 24 mg/l, BOD @ <5 mg/l, O & G @ <3 mg/l, Anionic Detergent (as MBAS) @ BDL and Bio-Assay @ 90 % survival of fishes after 96 hrs in 100% effluent water. As per the results all the parameters are found within the prescribed limits of the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The academy has installed 02 no. DG sets of capacities 125 KVA each, which are equipped with canopy and having adequate stack height.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The academy has submitted the copy of electricity bill as proof regarding the date of commissioning of the unit i.e. 12.03.2007.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->9. <!--[endif]-->The academy has submitted copy NOC from DTP, Ludhiana vide no. 1461/DTP(L)/M2B dated 11.06.2018 regarding CLU of land and building.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->10. <!--[endif]-->Institute is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;"> However, from the documentation, the total covered area of the school is not mentioned. The RO has also not commented upon distance w.r.t. BKO, rice sheller, stone crusher from the school.</p>
<p style="text-align: justify;">In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the educational institute upto 30.09.2027 with usual conditions (after obtaining report from RO regarding covered area and siting criteria) please.</p>
