<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">Kindly peruse the agenda note and recommendation given by RO . it is intimated that the industry was granted varied consent to operate under the provision of the Air Act, 1981 dated 26.06.2020 which is valid upto 31.03.2024 for manufacturing of Kraft Paper @ 140 MTD and Kraft Board @ 80 MTD by operating both the pet coke fired boilers of capacity 14 TPH & 12 TPH, subject to suitable conditions mentioned therein. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> Therefore, the industry obtained consent to establish dated 20/4/21 valid upto 21/4/22 for manufacturing of (Existing:) Kraft Paper @ 140 MTD, Kraft Board @ 80 MTD, POWER (MW) 0 Megawatt and (Proposed:) Kraft Paper @ 140 MTD, Kraft Board @ 80 MTD, POWER (MW) 4.9Megawatt for generation of Power @ 4.9 MW in its expansion project with its existing products/production to be installed new boiler of capacity 30 TPH based on Paddystraw (Parali) @ 30 TPH along with Electroprecipitator (ESP) as an APCD and cogeneration power plant including turbine of capacity @ 4.9 MW in the existing premises having area 50 kanal 10 marla falls in the industrial area of Master Plan Derabassi with some main special condition that </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">1. The industry shall comply with the conditions stipulated by SCA-cum-SAC while granting clearance under the Press Note 17 (1984 series) from site angle vide letter no. 413 dated 23/4/2018 and shall obtain revised clearance under the Press Note 17 (1984 series) if need be before the installation/expansion proposed. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">2. The consent to establish (NOC) for expansion shall be granted subject to undertaking submitted by the industry i.e. the existing premises having an area of 50 kanal 10 marla falls in the industrial area of Master Plan Derabassi. Moreover, village Mubarikpur falls in the FEZ declared by the Government of Punjab, Department of Industries vide notification no. 3/4/87-31b1-/311 dated 09.01.1990. The industry is operating before the notification of Master Plan Derabassi i.e. 1995.”</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> 3. The industry shall not carry out de-inking, bleaching & clouring processes as per submitted by it.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> Now the industry has applied varied CTO under the Air Act, of 1981. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">further, it is intimated that press note 17 has been withdrawn by the Ministry of Commerce and Industry, Department of Promotion of Industry & Government of India vide notification dated 11.09.2019. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">RO has reported that the industry has installed two pet coke fired boiler of 14 & 12 TPH steam generation capacity, which is equipped with multi-cyclone followed by a two-stage alkali scrubber as APCD, both were not operational as the industry has installed a new vibrator grade boiler of 30 TPH capacity based on paddy straw equipped with ESP as APCD in its existing premises. The industry had installed ETP to treat the wastewater generated from the process and the industry is reusing the whole of its wastewater after treatment, the pp has not carried out de-inking and bleaching of paper, and the industry has earlier applied for permission from CGWA for the abstraction of groundwater in 2018, now the industry is in the process to apply for permission PWRDA as informed by RO . Further, RO has also reported that the industry is complying with the provision of the Air Act, of 1981.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">In view of the above the industry will manage around 60,000 MT of paddy straw due to the installation of its new boiler, So as to decrease the pollution load in Punjab to be decreased the fire accident during the upcoming paddy season . </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">May if approved varied CTO under the Air Act,1981 applied by the industry for manufacturing of (Existing:) Kraft Paper @ 140 MTD, Kraft Board @ 80 MTD for POWER (MW) 4.9Megawatt for generation of Power @ 4.9 MW in its expansion project with its existing products/production to be installed new boiler of capacity 30 TPH based on Paddystraw (Parali) @ 30 TPH along with Electroprecipitator (ESP) as an APCD and cogeneration power plant including turbine of capacity @ 3.5MW in the existing premises with the special condition as proposed by EE, RO. EE, RO may also be requested to visit the site within two months to monitor the stacks installed by the industry, verify the mode of disposal and verify the compliance with environmental law and send the report along with recommendation.</span></p>
